The Defense Information Systems Agency (DISA) intends to negotiate on
a sole source basis with the New Mexico State University to assess the
applicability and make recommendations on the application of the
Q-analysis and Q-connectivity theory as a tool for detecting and
evaluating the effects of Information Warfare. New Mexico State
University will study the applicability of Q-connectivity theory, and
its associated mathematical foundations in algebraic topology,
investigate possibilities for attaching weights to complexes in order
to help derive the intrinsic global properties of the generating
combinatorial dynamical system, investigate the potential for
Q-connectivity concepts and provide technical report detailing research
