Contracting Officer,(301) 862-8641. The Naval Air Warfare Center
Aircraft Division (NAWCAD) Patuxent River, St. Inigoes (Code 4.5.8.1)
has identified a requirement for software development, test and
evaluation, maintenance, and operations support for the following Air
Traffic Control systems: Fleet Area Control and Surveillance Facility
(FACSFAC) Air Control Tracking System (FACTS); FACSFAC Scheduling
System (FACSKED); Air Traffic Control and Landing Systems (ATC&LS); and
Marine Air Traffic Control and Landing Systems (MATCALS). FACTS
services shall include support for the original FACTS, AN/FYK-17(V),
built with Concurrent Computer Corporation 8/16E processors, the FACTS
3200 upgrade, AN/FYK-17(A) & (B)(V), built with 3200 series
processors, and the Graphic-7 display system, OJ-488. FACTS services
shall also encompass systems and displays such as the FAA Common
Console, the Sanders STARCON II and Telephonics Multiple Tracking Radar
and Control System (MTRACS) Display Console, to which the user sites
may transition to during the life of the contract. FACSKED services
shall provide support for the original system, AN/FYK-23, programmed
using DD Query database management system software, and shall also
encompass software development for a FACSKED upgrade, such as either
FACSKED/386, a PC-based scheduling system in development at NAWCAD, or
a FACSKED upgrade using 32 or 64 bit processing equipment. The
contract type will be Cost Plus Fixed Fee, and the period of
performance will span five years inclusive of options. The level of
effort over this five year period is estimated at 441,600 manhours. The
majority of the work will be performed on-site at NAWCAD, St. Inigoes.
Basis for award of the resultant contract will be the best value to
the Government, cost and technical factors considered. Technical
evaluation factors will include technical approach, past performance,
personnel, and management approach. This procurement action will be
processed under full and open competition. Estimated release date for
the solicitation is 15 September 1996. Requests for a copy of the
