of a Child Development Center which includes, but not limited to
administrative space; media; music; and play areas for small and large
group activities; fire sprinkler system; surveillance cameras;
sheltered outdoor activity space; and playground equipment and stroage
buildings. Providing building preparation for energy monitoring and
control system (EMCS) for a future post-wide EMCS system. Supporting
facilities include utilities; electric service; fire protection and
alarm systems; paving, walks, curbs and gutters; fencing; parking;
storm drainage; information systems; and site improvements. Conveying
storm water off-site and into an existing system. Furniture related
interior design services are required. Heating (gas-fired) and
evaporative cooling and ventilation (95,000 CFM) will be provided by
self-contained units. Access for the handicapped will be provided.
Estimated Cost Range: $1,000,000 to 5,000,000 - - Bid sets available at
$46.50 for half-size and $91.50 for full-size. No individual sheets of
half-size drawings may be purchased. Requests by mail must include
payment in the applicable amount by company check or money order made
payable to F&A Officer USAED FTW and sent to: USACE, Attn: Room 2A19,

NO EXPRESS MAIL PROCEDURES WILL BE UTILIZED ON INITIAL MAILING OF PLANS
AND SPECIFICATIONS. Requests in person may be paid by cash. No refund
will be made and materials need not be returned. If project is
cancelled or no award is made, cost of plans and specifications will be
refunded only on written request. Solicitation to be issued on or about
16 Aug 96. Bid opening on or about 16 Sep 96. Duration of contract 335
days. If a large business firm is selected for this announcement, it
must comply with FAR 52.219-9 clause regarding the requirement for a
subcontracting plan. The Fort Worth District's subcontracting goal is
for 52.5% of the total subcontracted dollars to go to Small Businesses,
8.8% to Small Disadvantaged Business, and 3.0% to Women Owned Small
Business. Bids from all responsible sources will be considered. SIC
Code for this procurement is 1541, Small Business Size Standard is $17
