SYSTEM SOL 578-35-96 DUE 080696 POC Ronald E. Jenkins, Contracting
Officer (90C4) This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
number 578-35-96 is issued as a Request For Proposal (RFP). This
solicitation document, incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 90-37. Hines Veterans
Administration Hospital (VAH), Hines Illinois 60141, intends to
purchase one each Sysmex Corporation TOA Model SF-3000 Automated
Hematology Analyzer System with 5-part WBC Differential, or equal.
System to include SF-3000 Cap Piercing Sampler Unit, or equal, SF-3000
Bar Code Reader, or equal and HP-5P Laser Printer, or equal.
Equivalent system must be a small, compact automated hematology
analyzer with 5-part WBC differential capability, must have a minimum
throughput of 75 samples per hour with measured parameters for
hemoglobin, hematocrit, White Blood Cells, Red Blood Cells, and
platelets. Instrument must have positive bar code identification, auto
and manual modes of operation. Reagents that are used in the support
of the system must be cyanide free for safety reasons. The dimensions
of the instrument must be completely compatible and correlatable to the
Sysmex NE-8000 and the Sysmex SE-9000 which are the main analyzers in
the clinical laboratory. Since equipment is to be used in the TraValab,
point of care application, height and weight specifications are
critical. The main analyzer unit must not exceed 580x600x600mm, nor
exceed a maximum weight of 80kg. The pneumatic unit which will be
housed on a separate shelf must not exceed 200x350x400mm and weigh no
more than a maximum of 16kg. The instrument must be interfacable to the
Decentralized Hospital Computer Program (DHCP), have a data management
system with the ability to bi-directionally interface to the DHCP and
have patient record storage capability with the ability to back up
this information onto a floppy disk. This acquisition will include the
trade in of Hines VAH owned Sysmex K-1000 instrumentation. Delivery is
to be F.O.B. destination within 30 days of contract award to Hines VAH
Supply Warehouse, Bldg. 220, Hines, Illinois 60141. The provision at
52.212-1, Instructions to Offerors --Commercial Items, applies to this
acquisition with no addenda. In accordance with the provision at
52.212-2, Evaluation--Commercial Items, the Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer, conforming to the solicitation, will be the most
advantageous to the Government, price and other factors considered. The
following factors, in a descending order of importance, will be used to
evaluate offers of equivalent instrumentation: (1) Compatibility and
correlatability to Hines VAH current utilized Sysmex Analyzers and
Reagents (2) Conformation to Specifications, especially height and
weight requirements (3) Ability to interface with Hines VAH DHCP system
(4) Usage of cyanide free reagents (5) Price of instrumentation system
and trade in valuation of Hines VAH owned Sysmex-1000 (6) Warranty.
Offerors of equivalent equipment are to include a completed copy of the
provisions at 52.212-3, Offerors representations and
Certifications--Commercial Items, with offer. The clause at 52.212-4
Conract Terms and Conditions--Commercial Items, applies to this
solicitation with no addenda. The clause at 52.212-5, Contract Terms
and Conditions Required to Implement Statues or Executive
Orders--Commercial Items, applies to this acquisition with none of the
additional FAR clauses cited in the clause applicable to this
acquisition. Offers of equivalent equipment are to be submitted on
August 6, 1996, by Close of Business (4:00 PM Central Standard Time) to
