66 -- GENERIC FLIGHT TERMINATION SYSTEM CONTROLLER SOL F08651-96-Q-9265 DUE 081496 POC Contact B. Hochmuth, (904) 882-5169, Contract Specialist, Contracting Officer, Bonnie Fitch. The Air Force Development Test Center (AFDTC) intends to solicit competitively under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, for six (6) controllers for a Generic Flight Termination System (GFTS) to be used by munitions test programs. Minimum specifications for the controller include both functional and environmental requirements. The unit shall interface with all control signals generated from Flight Termination Receivers/Decoders as defined in the Range Commanders Council document Design, Performance, and Test Standards for Flight Termination Receivers/Decoders, IRIG Standard 313-94, monitor/utilize three simultaneous, independent 28 V power sources, detect separation from the aircraft through three programmable/selectable options: loss of 28V, acquisition of 28 V, loss of ground, have a programmable-in-time safe separation timer, have a programmable fail-safe option for both enabling this function and also selecting the patience timing, be fully redundant, independent and capable of withstanding a single point of failure without degradation of performance and produce several high voltage, high current outputs: Arm, Terminate, Optional. In addition, the Arm command shall be duration programmable, produce a low current output signal for monitor purposes, produce monitor outputs indicating the controller's internal status/states for the following signals: Controller Enable, Arm, Terminate, Optional, Power, Loss of Monitor, Loss of Power, Safe Separation Timer Status, Launch Detect. The unit shall also provide safing plugs to isolate the Arm and Terminate outputs from the internal control logic until such a time as the plugs are installed, control logic shall consume no more than 200 milliamps of current during any phase of operation and consume a volume no greater than 20 cubic inches. Due to the project's abbreviated time frame, the controller sought shall have undergone and passed environmental qualification tests verifying proper operating under the following conditions: humidity, explosive atmosphere, dust/fine sane, EMI/EMC, salt fog, fluid contamination and fungus. Additionally, the unit must have undergone and passed testing in the areas of vibration, shock, temperature, acceleration, pressure, acoustic noise and explosive atmosphere commensurate with acceptance levels established during Phase I of the Generic Flight Termination System effort.
