The 88th CES/CEOE has a requirement to upgrade existing central Staefa Control Systems. These systems must be able to allow for networked communications to multiple field equipment panels (FEP), utilizing the base Ethernet Wide Area Network (WAN). Current energy mandates and goals set by the Energy Policy Act of 1992, Executive Order No. 12902, and passed on to Wright-Patterson AFB (WPAFB) through HQ AFMC provide strict goals for WPAFB to attain a 30% energy consumption reduction by FY 2005, based on a FY 1985 baseline. The Energy Management System will be upgraded to enable remote monitoring and control HVAC equipment in multiple, high energy use base facilities. Upgrading the systems to be compatible with the base Ethernet Wide Area Network (WAN) will provide faster, more reliable data communications to base facility controls. These systems must be compatible with the Staefa Energy Management System (EMS). The 88th CES/CEOE is contemplating a sole source contract with Spectrum Control Systems, Cincinnati, OH as subject source can provide Staefa Control System proprietary software and installation. Solicitation will be issued approximately 09 Aug 1996. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions and voice concerns before resorting to use of the Ombudsman.
