B -- RELEASE OF PRELIMINARY STATEMENT OF WORK FOR THE ANTICIPATED PROCUREMENT OF PROGRAM SUPPORT SERVICES FOR GLOBAL CLIMATE CHANGE: METHANE, GREENHOUSE GASES, AND UTILITY PROGRAMS DUE 081796 POC Contracting Officer, Elizabeth L. Roberts, (202)260-2243 The Atmospheric Pollution Prevention Division of the U.S. Environmental Protection Agency/Office of Air and Radiation is evaluating the marketplace by releasing a preliminary statement of work (SOW) for program support services for initiatives associated with global climate change: methane, other greenhouse gases, and utility programs. The objectives of this release are to allow industry the opportunity to verify the reasonableness and feasibility of the requirement, as well as to promote competition. Prospective offerors are invited to submit comments for any possible improvements to the SOW or more effective requirements to the Government's Statement of Work. This preliminary information is being requested for planning purposes only, subject to FAR clause 52.215-3 entitled ''Solicitation for Information or Planning Purposes.'' This solicitation for planning purposes does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract. This procurement notice is subject to review or cancellation at any time. The preliminary SOW constitutes all information concerning this anticipated procurement that will be furnished at this time. Firms interested in obtaining a hardcopy of this preliminary request must submit a request, in writing to Elizabeth Roberts, Mail Code: 3803F, U.S. EPA, 401 M Street, S.W. Room 716, Washington, D.C. 20460, e-mail address: ROBERTS.ELIZABETH@EPAMAIL.EPA.GOV. Interested firms are requested to submit comments and suggestions on the preliminary SOW within two weeks after its release to the address cited above. The anticipated release date for the official solicitation is October 15, 1996. The solicitation is expected to procure 275,000 labor hours (including all option periods) over a five-year time frame. It is the offeror's responsibility to monitor the Commence Business Daily for solicitation release as the solicitation will be released as soon as practicable whether prior or subsequent to the projected date.
