The Government intends to award a sole source contract to the Massachusetts Institute of Technology (MIT) for the use and maintenance of the Haystack Observatory in support of satellite imaging out to deep space and in support of space debris measurements. The Haystack observatory is located on the two square mile Millstone Hill complex in Westford, Groton and Tyngsboro Massachusetts owned by MIT and provides a unique capability for supporting satellite imaging and space debris measurements. The Haystack antenna, is shared by other applications at MIT, including radio astronomy. Due to MIT's management expertise, experience with the Haystack Observatory and ownership of Haystack property, it has been determined that MIT is the only source who can satisfy the Government's requirements. Statutory authority for this award is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 - ''Only One Responsible Source.'' However, if your firm believes it could accomplish this effort within current schedule and budget constraints, submit a qualification package not to exceed 10 pages, explaining your capabilities within 15 days of publication of this notice.
