Rybczyk, Sr. Contracting Officer A/E investigative and technical
services to develop and design a project for the installation of a
(life-cycle) cost effective, fully integrated Energy Management System.
In order to meet this objective the initial analysis, as a minimum,
will include: a complete field investigation of existing HVAC,
electrical and steam systems; evaluation of the existing HVAC control
system to determine whether it would be more cost effective to build
upon the existing HVAC control systems of several vendors or replace
them; review of previous energy audits and studies performed by the
local electric utility and others to identify energy saving
opportunities that can be included; provide an analysis of the
advantages/disadvantages of using any particular vendors'
communications protocol (i.e. BACnet, etc.); compile these initial
analysis/field investigations into a life-cycle cost analysis of the
most cost effective approach. A set of design concepts/schematics will
then be developed from this product. The concept will then be used to
develop a set of working drawings, specifications, to be developed
into a full set of contract documents. Selection will be based on the
following criteria, listed in descending order of importance: 1)
Specialized experience and technical expertise in energy/building
management systems. Hospital/healthcare experience is required, and
experience using VA construction specifications and standards is
preferred; 2) Professional qualifications of staff and consultants.
Contract requires registration of designers; 3) Proposed
approach/philosophy for accomplishing the project; 4) Past performance
designing within budgeted construction cost limitation, preparing
accurate and highly detailed construction cost estimates, and
controlling costs during construction; 5) Demonstrated success in
prescribing the use of energy efficiency in facility design; 6) Quality
control methods used to ensure technical accuracy of work, as evidenced
by past performance; 7) Capacity to accomplish work in the required
time, as evidenced by past performance; 8) Experience and capabilities
using CADD. Disk submissions will be on AutoCad vs 12; 9)
Miscellaneous factors, including awards received for design excellence,
circumstances and outcome of any litigation over the last five years,
and type and amount of liability insurance. The estimated construction
range is $1,000,000-$2,000,000. Design is to be completed within 210
days. Area of consideration is limited to within 200 miles of this VA,
White River Junction, Vermont. This is not an RFP. The SIC code for
this procurement is 8711. Interested firms to submit appropriate data
