Contracting Officer (703)875-6279. The U.S. Department of State, Office
of Foreign Buildings Operations, is seeking qualified elevator
engineering firms to provide professional services, including traveling
to overseas posts and conducting comprehensive surveys (inspection,
testing and evaluation), of the condition of elevators located in U.S.
government properties worldwide. One Indefinite Quantity/Indefinite
Delivery Contract is anticipated as result of this solicitation.
Personnel performing inspections shall be certified in accordance with
ANSI/ASME QEI-1 standards. Inspections shall be performed in
accordance A17.1 and A17.2. Successful contractor shall also evaluate
the qualifications of the host country's elevator service and equipment
installation companies. No maintenance, repair or other hands-on work
is involved. Successful contractor will be required to prepare detailed
spreadsheet cost estimates as well as specifications, including
CAD-generated drawings and sketches, for Task Orders issued under the
resultant indefinite quantity contract. The successful offeror shall
have or be capable of obtaining a Top Secret facility security
clearance (FCL) in accordance with the National Industrial Security
Program Operating Manual (NISPOM) (DoD 5220.22M). A Secret FCL will be
acceptable to begin contract performance. Personnel traveling overseas
will be required to have either Secret or Top Secret clearances (issued
by the Defense Industrial Security Clearance Office) prior to travel.
Firms which form joint ventures for the purpose of submitting an offer
on this effort must also comply with the facility and personnel
security clearance requirements stated above. The contract period will
be one year from the execution of the contract with four additional
option years. The small business size standard for Standard Industrial
Classification Code 8742 is $2.5 million or less based on average
gross revenue of a firm which has been in business for 3 or more
complete fiscal years. Large business firms responding to the
solicitation will be required to submit a small, small disadvantaged
and woman-owned small business subcontracting plan if awarded a
contract. Task orders for each proposed elevator engineering
requirement will be placed against the contract on an as-needed basis
and individually negotiated. Under this contract, the Government
guarantees a minimum of $5,000 for the base year of the contract and
for any subsequent option year. The maximum dollar value for the base
contract period and each option year shall be $400,000. The maximum
contract value over five years shall not exceed $2,000,000. The
Department of State (DOS) reserves the right to cancel this
solicitation if it deems that no offers received by the closing date
adequately meet the requirements described in this solicitation. Firms
responding to this announcement on or before the closing date will be
considered for selection using the following evaluation criteria - 100
points maximum: (a) Professional qualifications of key individuals
necessary for satisfactory performance of required services. This
includes, but is not limited to, engineering baccalaureate/masters
degrees, Qualified Elevator Inspector (QEI) certificates, Computer
Aided Design (CAD) training certificates, etc. (20) points). (b)
Specialized experience and technical competence in the elevator trade
of key individuals. This includes work experience for a manufacturer of
elevator equipment, an elevator installation/service contractor, an
organization inspecting/testing elevators and/or an elevator consulting
firm. (20 points) (c) Experience in evaluating, inspecting and testing
elevators and preparing comprehensive engineering evaluation reports
suitable for presentation to both engineers and non-technical
professional personnel. This can be demonstrated by including one (1)
sample report prepared by the firm. The sample report shall be bound
8-1/2x11 format not exceeding 30 pages in length. Sample reports
exceeding the quantity or description stipulated will not be evaluated.
(15 points) (d) Experience in preparing detailed specifications for
elevator projects involving new elevators (in new office buildings),
total replacement of existing elevators, and modernizing/upgrading
existing elevators. This can be demonstrated by including one (1)
sample specification of an elevator upgrade/modernization project
prepared by the firm. The sample specification shall be bound 8-1/2x11
format (11x17 drawing size is acceptable) not exceeding 80 pages in
length. It is preferred that the sample specification contain
drawings/sketches which have been generated by a Computer Aided Design
(CAD) system. Sample reports exceeding the quantity or description
stipulated will not be evaluated. (15 points) (e) Experience with
elevator projects overseas. Firm should list the type of project (new,
replacement, upgrade, modernization, etc.) number of elevators, type
of elevators, building type, total construction value, applicable codes
and city/country where the project occurred (15 points). (f)
Demonstrated capacity to accomplish the work in the required time (5
points). (g) Demonstrated through past performance on contracts with
Government agencies and private industry, the firm's ability to control
costs while maintaining a superior quality of work, in accordance with
performance schedules (10 points). Although previous or ongoing
performance of a similar U.S. Government contract is not required for
forms responding to this solicitation, if such contracts have been
performed, the offeror must have performed at a satisfactory level at
a minimum. Firms responding to this advertisement are advised to
specifically address each of the above factors under separate headings.
The qualification statements should clearly indicate the office
location where the work will be performed, an organizational chart for
the proposed contract, and the qualifications of the individuals
anticipated to work on the contract and their geographical location.
Consulting engineers and Architectural/Engineering firms which meet the
requirements of this solicitation are invited to submit two copies of
the following forms (1) a Standard Form 254, Architect/Engineer and
Related Services Questionnaire; (2) a Standard Form 255,
Architect/Engineer and Related Services Questionnaire for specific
projects. Along with these forms, the firm must also submit a letter of
interest identifying the solicitation. All submittals must be received
