Security intends to negotiate on a sole source basis, with Computer
Systems International (CSI), Inc, of Arlington, Virginia, to develop
and provide Information Technology (IT) systems. These systems are
being developed for the United States European Command (USEUCOM),
Partnership for Peace Information Management System (PIMS)
requirements. PIMS supports a Presidential initiative (Partnership for
Peace (PfP)) to provide US derived composite interactive database
capability for specific international treaty agreements involving North
Atlantic Treaty Organization and former Soviet Block nations. A
resultant IDIQ contract is contemplated with a base year and two option
years. IT systems will be developed, deployed and installed (including
any training required) by CSI into specialized Wide Area Networks
(WAN) systems that are multi-national in scope. CSI provides these
LAN/WAN systems through a complex and ever-changing set of
customer-driven strategies utilizing: satellite communications, earth
station out- and in-bound channelization bandwidth and Local Area
Networks (LAN) concepts to workstation level LAN user systems. The
systems typically possess high-end graphical imagery manipulation,
database, sophisticated store and forward, and messaging capabilities
across the entire WAN. These systems must dovetail and integrate data
into other user systems, have security filters and possess unique
firewall capabilities. Systems have two way unique mobile messaging
capabilities within the WAN and LANs. The Government has rights to use
licenses for custom software used for these systems. The entire
systematized approach is provided on a turn-key basis. The systems are
developmental in nature. The contractor possesses unique knowledge,
capabilities and experience as the sole source provider for these types
of systems and can deliver within the required time frames. GSA, in its
role of provider/facilitator to the USECUOM and PIMS operations, cannot
guarantee Presidential peace initiatives related to the PfP through the
PIMS initiative can be met without these services from CSI. This
procurement action is being conducted under authority of 41 USC
253(c)(1) ``Only one responsible source and no other supplies or
services will satisfy agency requirements.'' Interested parties who
believe they can continue and dovetail with current ongoing PIMS
activities world wide for this specific multi-national initiative can
respond in writing to the Contracting Officer within 45 days of
publication of this notice. All responsible sources may submit their
capabilities to perform the requirement for consideration by the
agency. Detailed specifications of the customized software provided by
CSI is not available. The Government shall be the sole determiner of
its minimum needs. A determination by the government not to compete
this requirement based upon responses to this notice is solely within
