Food and Drug Administration (FDA) proposes to negotiate an
agency-wide, Network Server Option Licensing Agreement, on a sole
source basis with Oracle Corporation. Such agreement shall include the
maintenance of existing Oracle software licenses as well as the
acquisition of additional Oracle software products over a five (5) year
period. The software to be maintained is primarily relational database
software and is run on a variety of platforms such as: Digital
Equipment Corporation (DEC) VAX, IBM mainframes, IBM PCs and
compatibles, and Macintosh. Other than full and open competition is
justified to maintain compatibility with the current FDA infrastructure
and because only Oracle Corporation possesses the required copyrights,
knowledge, expertise and rights to the software and associated
support. All responsible sources may submit a bid, proposal, or
