of Central Services Construction and Properties Division acting on
behalf of the Oklahoma Department of Environmental Quality (DEQ)
announces its intent to procure a contractor via sealed bids for
providing all labor, materials, and equipment for the Remedial Action
at the Oklahoma Refining Company Superfund site in Cyril, OK. The
project will be ninety percent (90%) federally funded with a ten
percent (10%) state match. The project will be conducted by the DEQ
through a cooperative agreement with the U.S. Environmental Protection
Agency pursuant to the Comprehensive Environmental Response,
Compensation, and Liability Act of 1980 (CERCLA) as amended by the
Superfund Amendments and Reauthorization Act of 1986 (SARA) and state
law. Approximately 23 million dollars in federal funds are available
for this project. Award is contingent upon funding from the U.S.
Environmental Protection Agency. The contract award is anticipated to
take place no later than December 9, 1996. The contract period is
anticipated to be 5 years. The Oklahoma Refining Company (ORC) site
began operation by APCO as an oil refinery in the early 1900's, was
purchased in 1978 by the Oklahoma Refining Company who ceased
operations in October 1984. The site is characterized by numerous
inactive storage pits and ground water that contain organic and
inorganic contaminants. The specified work for the Remedial Action will
consist of providing all personnel, equipment, labor, and materials for
the construction of a Subtitle C and a Subtitle D landfill on-site,
excavation of listed hazardous waste and nonhazardous waste, in-situ
bioremediation followed by capping, ex-situ biotreatment operations in
the landfills followed by capping, neutralization and capping of
acidic waste, handling of caustic material, soil stabilization,
installation of subsurface LNAPL recovery trench, well abandonment and
new monitoring well installation, and temporary water treatment. The
contractor will be required to work with hazardous and nonhazardous
refinery waste under difficult conditions. Interested firms should have
the capabilities to perform work in potentially hazardous environments.
Interested firms will be prequalified based on the information
submitted in response to the Request for Statement of Qualifications
(RSOQ). Interested firms will be evaluated as ``qualified'' or
``nonqualified'' based on the criteria established in the RSOQ. The
RSOQ will be available on now at the Department of Central Service
Construction and Properties Division, 50 N.E. 23rd Street, Oklahoma
City, OK, 73105-3002. Statements of Qualifications must be received at
the above address no later than August 20, 1996. Bidding Documents
will be available on September 3, 1996 at the Department of Central
Services Construction and Properties Division, 50 N.E. 23rd Street,
Oklahoma City, OK 73105-3002. The bid period will be 60 days, bid
opening will be at the DCS CAP at 2:00 pm on November 7, 1996.
Interested firms must be evaluated as qualified for any bid to be
considered responsive. Each firm submitting SOQs will be notified by
mail whether they have been evaluated as ``qualified'' or
``non-qualified.'' Should an award be made, it will be made to the
lowest responsive and responsible bidder. Award is contingent upon
funding from the US Environmental Protection Agency. A mandatory
pre-bid meeting will be held on September 17, 1996. The pre-bid meeting
will include a mandatory site tour at 10:00 a.m. September 17, 1996, in
Cyril, Oklahoma and will be followed by a mandatory conference to allow
bidders to ask questions. The conference will start at 5:00 p.m. at the
Conference Room at the Best Western, 2101 S. 4th Street, Chickasha,
Oklahoma, 73073, (405) 224-4950. Bidders not attending both the site
tour and the conference will be considered nonresponsive and those bids
will not be opened. The number of representatives for each bidder
attending the pre-bid tour and conference will be limited to three (3)
persons. Those interested in receiving a Request for Statement of

(405) 521-3789. Eight copies of the Statement of Qualifications must be
received at the above address no later than 4:30 p.m. Central Standard
time on August 20, 1996. Those interested in receiving a Bid Package
should contact the Department of Central Services Construction and
Properties Division at the same address as above. Bid packages will be
available on September 3, 1996. Applications for plans and
specifications must be accompanied by a deposit of $120 per set. Please
submit the deposit in the form of a check payable to the Department of
Central Services. Cash CANNOT be accepted. THE DEPOSIT IS
NON-REFUNDABLE. Copies of the plans, specifications, and other bidder
documents are on file, open for public inspection, and may be obtained
by applying to the Department of Central Service Construction and
Properties Division at the same address as above. Bids must be
submitted on the forms accompanying the plans and specifications that
are supplied by the Department of Central Services for this project. A
cashier's check, a certified check or a surety bid bond in the amount
of five percent (5%) of the bid shall accompany the sealed bid of each
bidder. Security checks will be returned to all but the three lowest
bidders immediately after the bid opening. The three lowest bid
securities are retained until the contract is awarded. Sealed bids will
be received by the Department of Central Services Construction and
Properties Division, 50 N.E. 23rd Street, Oklahoma City, OK 73105-3002,
until 2:00 p.m. on the 7th day of November 1996, at which time said
bids will be opened for providing all materials, labor, and equipment
for: Remedial Action construction at the Oklahoma Refining Company
Superfund site, located in Cyril, Caddo County, OK. Bids will be opened
publicly and read aloud at the above mentioned address immediately
following the closing time stated above. A contract must be executed
within twenty (20) days following the award to the successful bidder.
The successful bidder will be required to provide 100% performance
bond, 100% payment bond, and 100% defect bond. Bids received more than
ninety-six hours, excluding Saturdays, Sundays, and Holidays, before
the time set for opening of bids will not be considered and will be
