Testing. The homeport for both the USCGC Padre and USCGC Sitkinak is
Key West, FL. The vessel's lengths are l10 Foot ``B'' Class, Patrol
Boats. Vessel availability schedules are 28 Oct 1996 for 42 days for
USCGC Padre and 20 Jan 1997 for 42 days for USCGC Sitkinak. The place
of performance for these vessels is not geographically restricted. All
businesses, large and small, are encouraged to submit bids for the
subject requirements. There will be a nonrefundable charge of $100.00
required in the form of a certified check or money order payable to the
U.S. Coast Guard for requested drawings. All other referenced documents
are available for viewing at 300 East Main Street, Suite 600, Norfolk,
VA. Funds are not presently available for this procurement. The
government's obligation under this solicitation is contingent upon
availability of appropriated funds from which payment for contractual
purposes can be made. Plans and specifications will be issued on or

Guard. For Minority/, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
