The Naval Sea Systems Command (NAVSEA) intends to procure engineering services and support for the upgrade and refurbishment of AN/SPS-48 Radars from ITT Corporation, Gilfillan Division, 7821 Orion Avenue, Van Nuys, CA 91409. The requirement will include upgrade and refurbishment of the radars, UTP Resolution, spares and engineering services in support of the refurbishment effort, and associated data. The total period of performance if all options are exercised will be five years. The base year effort will include the refurbishment of radars for the LHD-7 and CVN-76, while the four option years will include the refurbishment of radars for the LPD-17, LPD-18, LPD-19, LPD-20, and LPD-21. This procurement shall be conducted in accordance with 10 U.S.C. 2304(c)(1). ITT Gilfillan is the original equipment manufacturer (OEM) and only supplier of the AN/SPS-48 Radar. It is the only company which possesses the knowledge and expertise to perform the tasks described. No other source has the technical qualifications and the necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
