leasing and related services for the General Services Administration
(GSA) for the state of Arizona. This solicitation will result in a
single award using source selection procedures based on greatest value.
The successful offeror will be awarded a one year indefinite quantity
term contract with two 1-year renewal options (for a maximum total of
three years). The contract shall have a guaranteed contract minimum of
$5,000.00 for the initial year only and a maximum ordering limitation
of $100,000 per contract year. Optional years, if exercised by the
Government, will have the same maximum dollar limitation. Services will
be procured for each project via task orders against the master term
contract. This procurement is open to both large and small business
concerns. The scope of work for this contract requires the successful
offeror to provide both turnkey services and individual services under
the menu of services. Turnkey services are defined as complete lease
procurement services from requirements development through tenant
move-in and may include some post move-in services. The menu of
services are task items that GSA may order individually or in
combinations and includes: develop agency requirements, develop lease
solicitation for offers, create advertise- ments, conduct market
analysis, perform market survey, provide space planning services,
facilitate move coordination, monitor build-outs, provide cost
estimating services, perform financial analysis, analyze operating cost
escalations, perform alterations, conduct punchlist follow-up, assess
real estate tax escalations, prepare lease contract, inspect lease,
correct lease deficiencies, recommend final acceptance, perform
classification of space, issue estoppels, provide subleasing services,
and assist in protest, claims and appeals. Consideration will be given
to established, qualified firms meeting the following requirements for
this solicitation: COMPANY QUALIFICATIONS - A minimum of ten (10)
years experience in commercial real estate lease transactions. Must
have negotiated lease transactions at a minimum of 25,000 square feet.
Must have an office in or within a 50 mile radius of Phoenix, Arizona;
MINIMUM QUALIFICATION OF KEY PERSONNEL - Principal-in-Charge must have
10 years experience at senior level positions with 5 years in
commercial leasing. Project Manager(s) must have a 4 year college
degree, 4 years experience in commercial leasing, and 2 years
supervisory/management experience. Leasing Specialist(s) must have 5
years cumulative experience in commercial leasing. Space Planner(s)
must have a 4 year degree in interior design or architecture and 4
years experience in Space Planning. Construction Inspector/Manager must
have 3 years experience construction inspection/management. In
addition, this contract requires the successful offeror to complete and
pass three federal lease procurement classes (which may be completed in
one week) and abide by the contract's conflict of interest
requirements. This contract requires the contractor to perform at least
60% of the work in-house. When subcontracting, all offerors must give
maximum practicable subcontracting opportunity to small business, small
disadvantaged business and women-owned small business concerns. If the
successful offeror is a large business concern, the offeror will be
required to submit an acceptable small business, small disadvantage
business, and small women-owned subcontracting plan. Award of this
solicitation will be made based on ''greatest value,'' price and
technical factors considered. For this solicitation, the three
technical factors, in the order of importance, are: (1) Past
Performance, (2) Key Personnel Qualifications, and (3) Management Plan.
When comparing price and technical factors, price is approximately
equal to the combined technical factors in weight. For additional
