to providing all labor, materials, equipment, and supervision required
for the construction of a 26,000 square meter (270,000 square foot)
four-story courthouse. The building will include seven courtrooms and
ancillary spaces, eight judges chambers, space for the Clerk of the
Court and Clerk of the Bankruptcy Court, district offices for two
Senators and a Congressman, and three Executive Branch offices (U.S.
Attorney, U.S. Marshal, and U.S. Trustee). Space for a cafeteria,
firing range, building support functions, and inside parking will be
provided in the building. In addition, a minimum of 275 outdoor parking
spaces will be provided on site. The building will be constructed
utilizing metric system of measurement. Construction consists in part
of auger cast piles, steel frame superstructure with limestone
cladding, cast in place, precast, and composite steel flooring,
interior architectural millwork, traction and hydraulic elevators,
security/detention equipment, food service equipment, landscaping, and
VAV HVAC system. This project will include options which may consist
of, but is not strictly limited to interior finishes, elevator
maintenance, exterior work, concrete precast. The estimated
construction cost is more than $10,000,000. The estimated construction
period for this project is 540 calendar days. The offer will consist
of a technical and a price proposal. A single-phase evaluation process
will be used. Offer selection will be made based upon the following
technical evaluation criteria which are in descending order of
importance: Quality Control Plan, Pat Performance on Similar Projects,
and Key Personnel Qualifications. In addition to the documentation
required to illustrate the evaluation criteria, offerors will submit a
price proposal and subcontracting plan. Price is equal to the combined
weight of technical factors. For this solicitation, the Government will
use the ``greatest value concept'' in selecting the contractor. Final
selection will be to the responsible offeror whose proposal is most
advantageous to the Government considering both technical factors and
price. The SIC is 1542, and the applicable small business size standard
is $17,000,000 which is based on average annual receipts for the past
three fiscal years. This solicitation is open to all business concerns
IAW the Small Business Competitiveness Demonstration Program.
Therefore, responses from both small and large business concerns will
be considered and evaluated for selection. Award to the successful
offeror, if not a small business concern, will be contingent upon
submission and approval of an acceptable subcontracting plan. Funding
is currently available. Closing date and time of submittal of offers is
092096 at 4:00 p.m. (local time). Offers will be opened privately. The
number of proposals received, the identity of the offerors, the amount
of any offer or relative standing of any offer will not be disclosed.
