Army Engineering and Support Center, Huntsville, intends to procure a regional contract for energy conservation projects in support of U. S. Army Forces Command (FORSCOM), U. S. Army Training and Doctrine Command (TRADOC), and any other federal or state government customers located in the four-state area of North Carolina, South Carolina, Georgia, and Virginia. This procurement is restricted to those firms on the DOD Prequalified List of Energy Savings Performance Contractors for all technologies established 1 January 1996. The acquisition is in accordance with the Energy Policy Act of 1992, Public Law 102-485, 42 USC 8287, 10 USC 2865, and Defense Energy Program Policy Memorandum (DEPPM) 94-2. It is the intent that no more than six contracts (one set aside for small business) be awarded under this solitation. A fixed-price indefinite delivery indefinite quantity (IDIQ) contract is anticipated. The contract term is for 25 years. The initial ordering period is for five years, with two additional option ordering periods for three years and two years respectively, for a total ordering period of up to 10 years. It is anticipated the solicitation will be issued on or about 12 August 1996 and proposals received on 26 September 1996. A preproposal conference will be conducted to familiarize potential offerors with specific work requirements. Technical evaluation factors will be set forth in the solicitation. The Standard Industrial Code applicable to this procurement is 8711. For the purpose of this solicitation any concern whose annual receipts over the past three years do not exceed an average of $20 million is considered a small business. (0208)
