New York 11024-1699 Z -- INDEFINITE QUANTITY OF MASONRY SERVICES SOL DTMA95-96-B-00004.

U.S. Merchant Marine Academy requires the services of one qualified
Mason and one Mason Helper for an indefinite quantity of hours of work
during the period of 1 October 1996-30 September 1997. In addition,
the contractor shall be expected to furnish a truck to facilitate
travel between projects. A burdened, fixed hourly rate for these
services, inclusive of the truck, shall be bid. The contractor shall
not be expected to furnish any materials, but shall supply necessary
tools and equipment to accomplish assigned tasks. Orders shall include,
but not be limited to, the laying of brick ceramic tile, concrete
cinder glass, gypsum or terra cotta block to construct or repair walls,
partitions, arches, sewers and other structures. Solicitation packages
will be ready approximately 16 August 1996. The tentative date for the
site inspection is 30 August 1996. It is estimated that the total value
of orders shall not exceed $75,000. All requests for the solicitation
must be made in writing. No telephone requests shall be accepted.
Multiple awards may result from this solicitation. This project is 100
percent set-aside for small business concerns. The applicable standard
industrial classification in 1741, and the small business standard is
$7,000,000. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up $1.0
million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
