This is a request for information. Electronic Systems Center (ESC)
MILSATCOM Terminal Programs Office is seeking information regarding
industry's current capabilities applicable to the Global Broadcast
Service (GBS). GBS is a high capacity broadcast system to provide
one-way distribution of multi-media information such as video, audio,
imagery, maps, situational awareness, logistics, air tasking orders,
etc., to users worldwide. Specifically, ESC is seeking current
capabilities related to the Broadcast Management (BM) segment functions
of the GBS. Functions anticipated to be required in the GBS BM segment
on the uplink side include: Provide a communication interface to the
Defense Information Systems Network (DISN), Accept stream and file
information (may be encrypted or unencrypted) from the DISN and other
sources, Recognizes and routes stream and file information to user
destination and enforces delivery priority, Modify stream and file data
to a communications protocol suitable for one way satellite broadcast,
Store data that cannot be immediately transmitted, Assemble data
streams for transmission based on priorities, user location, and
satellite downlink beam pointing information, Provide for encryption
and decryption of data (bulk, file-based, stream-based, or packet
based) as appropriate, Provide data streams to a communications
interface to an Army procured uplink terminal, Provide instructions to
the satellite control facility for beam pointing and timing. Functions
anticipated to be required in the GBS BM segment on the receive side
include: Accept data stream from an Army procured receive terminal,
Decrypt and encrypt as required, Return the data stream to the original
communications protocols, Filter out undesired data, Disseminate
appropriate stream and file information to the interface with the
intended destination, and, Store data that cannot be immediately
delivered. An initial GBS BM segment capability is required prior to
UHF Follow-On satellite number 8 (UFO #8) operations scheduled for
April 1998. Information is sought regarding the 1) Degree of
functionality that could be available at the time of launch, 2)
Management of block upgrades to the BM segment as functions are added
and additional satellites and uplink sites come on line, and, 3)
Support concept for the BM segment. In addition to the functions above
and the evolving nature of the GBS BM segment, the following items
impact the overall BM segment design: Over-the-air-rekeying, Use of ATM
over one-way broadcasts, User requests for data, Program guide to
broadcasts, Interfaces with the Battlefield Awareness and Data
Dissemination (BADD) Program, DISN, and existing and future networks,
Incorporating enhancements as a result of the continuing exercises and
experiments with the GBS Testbed, Variable data rates, and, Continuing
changes in the commercial base of communication systems. Companies
responding to this request for information should send white papers to
the technical point of contact listed in item 11. ESC will establish
a web page and a library to provide GBS BM segment information. Call

the web page. ESC will also host an Industry day Tuesday, August 20,
1996 in Mitre Corporation ''S'' Building, Bedford, MA, room 1S-100,
from 9:00 am - 2:00 pm. Interested companies should send visit request
to Gail Smith, ESC/MCZ, 50 Griffiss Street, Hanscom AFB, MA
01731-1620, not later than 14 August. Companies wishing to submit
questions to be answered at the Industry day may send them in writing
to the contracting officer listed in item 11 above not later than 14
August. Questions may also be submitted in writing at Industry day. The
Industry day will be unclassified. It is anticipated that any contract
to develop the BM segment will require facilities and personnel
cleared for US and NATO SECRET material and a COMSEC account. This
synopsis does not constitute a RFP, and is not to be construed as a
commitment by the Government. The Government does not intend to award
a contract on the basis of this notice nor otherwise pay for
