TRANSMISSION SYSTEM (DWTS) SOL N\A POC Dave Michelson, 02-32,
703-602-0815. Synopsis No. 58. The Space and Naval Warfare Systems
Command, PMW 176, is seeking potential sources to supply the US Navy
with commercial off-the-shelf equipment for the Navy Shipboard UHF
Digital Wideband Transmission System (DWTS) which will replace the
AN/VCC-2 (series) VHF multichannel shipboard radio system. The system's
required capabilities are to provide secure, bulk encrypted voice and
data ship-to-ship and ship-to-shore communication links for littoral
warfare. A draft of the Performance Specification is ONLY available for
review by calling SPAWAR Contracts BBS, (703) 602-9494 and by
downloading the file. The SPAWAR BBS operates at 14,400 BAUD with a
setting of 8:N:1. The Performance Specification will be in Word 6.0.
The files will be compressed by a shareware program, PKZ204G.EXE. The
prospective Performance Specification file name is dwtsspec.zip. They
will be in the Draft Files section of the BBS. To download the
specification, the prospective offeror will need, at a minimum, PC or
MAC with modem emulation software that supports VT100 or ANSI standing,
a modem that operates at 300 bps - 14.4K bps and a minimum of 1.5 Mb
free disk space. Comments/suggestions to the contents of these
documents are invited and encouraged. Prospective offerors shall supply
the name and address of their company, and a name and phone number of
a Point of Contact. Prospective offerors who download the specification
should upload their comments to the DRAFT File Library on the BBS,
along with a complete summary of their qualifications no later than 15
August 1996. Notes: -1- The Contracts BBS will be available 24 hours
a day, seven days a week. However, as the demand may be heavy, it may
be necessary to call repeatedly or on off hours. If any assistance is

Gurganus at (703)602-1842. -2- Potential sources should consider the
following desired general characteristics: a Ultra High Frequency (UHF)
multichannel full duplex radio system with digital wideband
transmission capabilities for maritime application. Current interest is
that the UHF radio system use binary modulation, interface with both
wideband and narrowband encryption devices, as well as a family of
interservice multiplexers and switching systems that utilize
conditioned diphase signal processing. It will cover the frequency
range of 1350 - 1850 Mhz. In addition, the radio system must be
interoperable and selectable from a menu of data rates, such as T1:
1544 kbps, EUROCOM: 256/512/1024/2048 kbps (AMI), ATACS: 288/576/1152
kbps (Full width binary), and TRITAC: 256/512/1024/2048 kbps (BAL NRZ).
In addition, the system's primary power requirement is 115 VAC, 50/60
Hz, single phase power. The system should be easily maintained and
operated. Also, it should feature a full remote control capability
using a remote computer terminal and optimized for network operation.
Potential sources should have the capability of performing Depot level
maintenance and 24-hour supply requisition response by electronic
media. -3- Any offeror who can provide an item or items which meet the
above characteristics should, at a minimum submit the following
information: System description and performance specification which
addresses the desired capabilities, the unit cost and what is included,
upgrade options available and at what cost, production rates that can
be supported, length of time product has been on the market, quantities
produced to date, prior or current customers with respective names and
addresses thereof, and appropriate Points of Contact (commercial,
government or military) and their phone numbers, supporting commercial
literature, warranty program information, copies of commercial manuals
for operation and maintenance, and availability of any corporate test
or historical data related to the manufacture, performance and
reliability of the equipment. -4- Interested parties must indicate
whether they are Large Business, Small Business, Small Disadvantaged
Business, or 8(a). -5- This is not an RFP, a promise to issue an RFP,
nor will the Government pay for information received in response to
this synopsis. Acknowledgement of receipt will not be made nor will
telephone inquiries be honored. No solicitation documents exist. If
proprietary data is submitted in response to this synopsis, it will be
protected when so designated by the offeror. A procurement, if any,
resulting from this synopsis will be separately synopsized by RFP in
the CBD. -6- Interested parties should upload their responses to this
Sources Sought Synopsis by 1300 east coast time on 15 August 96.
Responses to this synopsis uploaded to the DRAFT area of the SPAWAR BBS
must contain ''dwtsspec.'' plus three other characters of your choice
as the uploaded file name. Written responses (2 copies) must be
received by 1300 east coast time on 15 August 96, to Commander, Space
