SOURCES SOUGHT - The US Army Product Manager for Combat Support
Training Systems is considering procurement of a fleet of Opposing
Forces Surrogate Tracked Vehicles (OSTV) to be used at the US Army
Combat Training Centers. Operational requirements for the desired
vehicles are given in the Operational Requirements Document (ORD),
dated 22 January 1996. The ORD for the OSTV contains the most detailed
description of the requirements yet generated. No Specification or
Statement of Work is available. The ORD is available on the U.S. Army
Simulation and Acquisition Bulletin Board, (407) 381-8666. The service
is available 24 hours a day, 7 days a week. Communications protocol is
9600 BAUD, 8 DATA BITS, NO PARITY, 1 STOP BIT. Please allow one full

sources are requested to note that the ORD requires visual
differentiation of the OSTV from U.S. vehicles, and references several
6 road wheel vehicles in the salient characteristics sections. The
successful OSTV design would likely have 6 road wheels or a very good
visual modification that would accurately simulate the 6 road wheel
configuration. It is anticipated that some components may be made
available as Government Furnished Equipment (GFE). These may include
M901 (M113 based) vehicles, M60A3 Tank Thermal Sights, Night Vision
equipment, and Tactical Engagement Simulation equipment. GFE may be in
used condition, and may require extensive modifications or overhaul by
the vehicle producer. If it is determined that a commercial procurement
best meets the Government s needs, it is anticipated that a formal
Request for Proposal would be issued mid- 1997, with award early 1998.
Interested and qualified concerns are invited to submit written
responses to this notice by 15 November 1996. Electronic responses
should be sent to Ray Fegal. Responses should include, as a minimum,
the following information: 1) Description of the proposed OSTVs,
capable of satisfying this requirement; 2) Technical and Managerial
Qualifications (experience, facilities, staffing, etc.); 3) Past
performance on government contracts of like or similar nature (if
applicable); 4) Whether your company plans to bid as a prime or a
subcontractor; 5) The size or status of your company ( based on SIC
Code 3699 and the related small business size standard of 750
employees). This announcement does not constitute a request for
proposal, but is solely for the purpose of planning by surveying the
market for qualified sources interested in the above requirement. No
formal solicitation is available at this time. The Government reserves
the right to manufacture the OSTV in-house, set this procurement aside
