Contracting Officer NASA/MSFC plans to modify contract NAS8-37828 with
Southwest Research Institute (SWRI) for continuation and further
development of NASGRO (NASA Fracture mechanics software) software
modules previously accomplished under this contract. Continuation of
this effort will provide NASA with a practical tool for predicting the
failure of flawed metallic aerospace components subjected to
appreciable elastic-plastic crack tip stresses. Previous software
development has resulted in monotic primary loading capability for the
following NASGRO geometries: TC01--through center crack subjected to
tension, TC02--through edge crack subjected to tension or bending,
EC01--embedded elliptical crack subjected to tension, CC01--corner
crack in a rectangular plate subjected to tension or through wall
bending, and SC01--surface crack in a rectangular plate subjected to
tension or bending. The elastic-plastic software modules currently
being proposed for development and integration into NASGRO include
capabilities for combined primary and secondary loads, crack closure,
cyclic J Integral (Delta J), and fatigue crack growth rate for these
same NASGRO geometries. The proposed contract modification is for
supplies or services for which the Government intends to solicit and
negotiate under the authority of FAR 6.302-1, only one responsible
source and no other services will satisfy agency requirements.
Negotiations shall be conducted with Southwest Research Institute, 6220
Culebra Road, San Antonio, Texas 78228-0510. Interested firms shall
submit their qualifications/capabilities in the critical areas
mentioned above, along with a request for a copy of the solicitation
within 15 days after publication of this synopsis -- Such
qualifications/ capabilities shall be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis -- Responses received after this date or without the required
information will be considered nonresponsive to the synopsis and will
not be considered -- A determination by the Government not to compete
this proposed modification, on a full and open competition basis, based
upon responses to this notice, is solely within the discretion of the
Government -- Requests for copies of the solicitation, along with
qualifications/capabilities statements must be submitted in writing --
