combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation
M67400-96-R-A010 is issued as a Request for Proposal (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-37. This acquisition
is for Instructional Training for Lotus Notes. CLIN 0001 - Lotus Notes
4.0 Applications Development II, 15 Students. CLIN 0002 - Lotus Notes
4.0 Applications Development III, 15 Students, CLIN 0003 - Lotus Notes
System Administration I, 15 Students. CLIN 0004 - Lotus Notes System
Administration II, 15 Students. The contractor shall provide the above
training courses for the Marine Corps Base, Camp Smedley D. Butler,
Okinawa, Japan. The Contractor's offer shall include all cost for
student tuition, the shipping of all course materials to and from
Okinawa, Japan, room, board and all travel expenses to and from
Okinawa, Japan for each instructor. The Contractor will not be
responsible for the items indicated as Government furnished. The
contractor shall provide all required training and lab software,
student handouts, student manuals, instructor manuals for each course
and a certification document for each student upon completion of each
course. The Contractor's instructors shall meet or exceed the following
criteria: the instructors shall be a certified Lotus Notes instructor,
or shall have been certified by an authorized Lotus Notes Educational
Training Center and possess a valid, current certification document;
must read, write and peak fluent English; must possess a thorough
working knowledge of the required courses. The Lotus Notes Application
Development II course shall include: training in creating and
finalizing a Lotus Notes database; training in database level security;
training in data entry enhancements and interdatabase connectivity
within application; training in automating workflow in an application;
and training in enhancing form design, computed subforms and subforms.
The Lotus Notes 4.0 Applications Development III course shall include:
training in designing and developing an enterprise-wide Lotus Notes
application; training in selectively distributing and replicating
information; training in reading and writing data to external database
systems; training in reporting on multiple Lotus Notes databases;
training in setting up security rights for enterprise-wide agents;
training in recording application activity in a log; and training in
troubleshooting an enterprise-wide multiple-product application. The
Lotus Notes 4.0 System Administration I Course shall include: training
in troubleshooting mail routing problems; training in configuring,
managing and switching between traditional Lotus Notes mail and single
copy object store mail; training in scheduling and maintaining
replication of databases, including the use of multiple replicators and
pass through; training in troubleshooting and resolving replication
conflicts; training in planning and implementing security in a Lotus
Notes network, including certification authentication, passwords,
server access, levels of database access and encryption; training in
installing and configuring a first server, additional servers, and
workstations in a Lotus Notes network; training in troubleshooting
installation problems; and training in performing basic server
administration tasks, such as backing up and restoring files, fixing
database indexes, and using console commands. The Lotus Notes 4.0
System Administration II course shall include: training in create
server statistics collection; training in interpreting alarms and
statistics logs; training in assigning database limits and quotas;
training in performing database analysis; training in creating a cross
certification process; training in separating a single domain into
multiple domains and creating non-adjacent domains; training in
creating mail routing and replication across domains; training in
merging two domains into one; training in creating foreign gateways;
and training in setting up an InterNotes server. The Government will
make available the following: a classroom with 16 computers, all 486/50
or greater with 8 MB of RAM or greater, VGA monitor, DOS, Windows 3.11
or greater. All PC's will be able to run Ethernet or Token ring; 1
server with 32MB RAM, minimum 1 GB hard drive, Banyan Vines Ver
5.54(20), MNet, PCPrint, PCDialin, LAN Server to Server, WAN Server to
Server, Mail, IM3, and Vines Assistant: 1 Server with 32MB RAM,
Minimum 1 GB hard drive, windows NT 3.51 server software for lab use;
whiteboard and overhead projector; invitational orders to allow access
to Camp Foster, and the Post Exchange; and provide daily
transportation to and from the billeting location to the designated
class. All courses are required to be performed during the period
covering September 10, 1996 through September 27, 1996. The actual date
and time for each course will be agreed upon by the Contracting
Officer's Representative and the Contractor after contract award. All
courses will be performed at the A/CS G-6, MCB Camp Smedley. D. Butler,
Bldg 5715, Camp Foster, Unit 35001, Okinawa, Japan. Acceptance of
completed courses will be made at this location upon completion of the
assigned course date. FAR 52.212-1, Instructions to Offerors -
Commercial Items (Oct 1995), applies to this acquisition. FAR 52.212-2,
Evaluation - Commercial Items (Oct 1995), applies to this acquisition.
The Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
and is the most advantageous offer to the Government, price and other
factors considered. The following factors, listed in descending order
of importance, will be used to evaluate offers: (1) Technical
Expertise. Offeror shall submit the educational background/level, years
of teaching experience and certifications and credentials of each
instructor. Each instructor shall be a certified Lotus Notes
instructor, have at the time of award at least 2 years of in-classroom
instructional time. (2) price. The evaluation of this factor shall be
based on comparison to costs of any known recent procurements of the
same or similar items by this or other commands; comparison of prices
obtained on this solicitation; and comparison to catalog prices. Past
Performance. Offeror shall submit the following information concerning
similar services furnished during the past two (2) years: Name,
address, telephone number, point of contact, total dollar amount of
contracts or orders from Federal, States, Local Government agencies or
private companies in which the offeror has performed similar services.
In addition, the offeror may provide information on problems
encountered while performing those contracts or orders and the
offerors' corrective action used to resolved those problems. The
Government intends to evaluate proposals and award a contract with
discussions, therefore, offerors are encourage to submit their best
offer from a cost or price standpoint. The offeror is required to
submit a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications - Commercial Items (Oct 1995), with
its offer. FAR Clause 52.212-4, Contract Terms and Conditions -
Commercial Items (Oct 1995) applies to this acquisition. FAR 52.212-5,
Contract Terms Required to Implement Statutes or Executive Orders -
Commercial Items is incorporated in this solicitation. The following
