draft request for proposals (DRFP) for the following described
requirement. The U.S. Army Space and Strategic Defense Command has a
requirement for the development and integration of hardware and
software to support the analysis/evaluation of U.S. and foreign
offensive and defensive systems. This will require the integration
and/or development of simulations, interfaces and hardware to perform
war gaming, trade-off analyses, training, mission preparation and
rehearsal, and to supplement exercises. This will require Distributed
Interative Simulation (DIS) compliant software and development of
network(s) of software, hardware and interface to support constructive,
virtual, and live simulations in an interactive, distributed
environment. There is also a requirement to provide operation and
maintenance of a government leased computer facility which supports
experiments, exercises, and demonstrations of advanced complex
integrated defensive systems. These activities will be conducted in the
Washington, D.C. area. The planned period of performance for this
effort is ninety-six (96) months; with sixty (60) months for the basic,
including a surge option covering the same time period, and an option
to consecutively extend the term of the contract for the remaining
thirty-six (36) months. A cost-plus-fixed-fee contract is contemplated.
Award is planned for late November 1996, with performance to begin at
time of award. The final RFP is expected to be issued on September 15,
1996, with a closing date of October 15, 1996. These dates are for
planning purposes only and are subject to change. Respondents to this
DRFP notice will be added to the list of potential sources and will be
issued a copy of the final RFP (or the amendment to the DRFP that
revises the DRFP into a final RFP, if the government elects to use this
method) without being required to respond to the CBD announcement for
the final RFP. Respondents which have been added (as detailed above) to
the list of potential sources, but which elect not to receive the final
RFP may request, at any time, in writing, that they be removed from the
list and such request will be honored. To assist potential offerors in
teaming, subcontracting, and in other business arrangements, a list of
the names and addresses of respondents to this announcement will be
provided, along with the DRFP, to each respondent; and this list will
also be updated and included with the final RFP. Request respondents
identify their interest whether as a prime or subcontractor. The DRFP
is unclassified and it is anticipated that the final RFP will also be
unclassified; however, a TOP SECRET facility clearance will be required
for award of the contract and performance of this effort. The DRFP will
be issued not earlier than sixteen (16) days after the publication date
of this announcement. Any request for a copy of the DRFP must be made
in writing to the U.S. Army Space and Strategic Defense Command, ATTN:
CSSD-CM-CK/Ms. Melissa Webb, P.O. Box 1500, Huntsville, AL 35807-3801,
and must cite notice number DASG60-96-R-0080. Respondents should
include their complete mailing address, with nine-digit zip code and
Facility Security Clearance (FSC) number. No telephone inquiries will
be accepted. No facsimile submissions will be accepted. This
announcement is not a formal solicitation. Questions and/or comments
regarding the content of the DRFP must be submitted (within fourteen
(14) days of the issue date of the DRFP) in accordance with the
instructions accompanying the DRFP. Pursuant to Federal Acquisition
Regulation 3.104, entitled ''Procurement Integrity,'' all technical
discussions and/or clarifications regarding this acquisition are
required to be directed solely to the Contracting Officer (through the
