Program Manager, AC315-330-7105. Program duration - 60 Months. There
are two (2) objectives to this program. The first is to provide
development, demonstration, and deployment of various database and
applications software components supporting requirements for the
production, maintenance and dissemination of information supporting
USAF Command and Control Warfare (C2W) operations. Specific
requirements will be to support the undeveloped components of the
information architecture required by the Air Force Information Warfare
Center (AFICW), AFIWC/DB, to properly accomplish its mission. The
second is to provide database and related applications support for the
development, implementation, demonstration, and maintenance of
Service, Intelligence and Command and Control (C2) Communities, or
National Migration Systems. This objective will be achieved by
performing software, hardware, database, and related applications
development, implementation, demonstration, life cycle support, and
technology insertion activities for user systems. This is NOT an effort
to develop new database management systems. Teaming or major
subcontracting is expected. A read library containing technical
information relating to this acquisition is available for review by
potential offerors at Rome Laboratory/IRDD, 32 Hangar Rd, Rome, NY
13441-4114. Appointments for access may be made by contacting Ms. Kathy
Jaynes, 315-330-7105 at least 48 hours in advance. Part of the read
library is classified at the Secret Level. Therefore, verification of
Secret clearance must be submitted to Ms. Kathy Jaynes at Rome
Laboratory/IRDD, 32 Hangar Road, Griffiss AFB, NY 13441-4114, or faxed
to her attention at 315-330-3913, at least 48 hours prior to access to
the library. Top Secret/SCI clearances will be required for performance
upon contract award. An Ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions, such
as clarifications of the Statement of Work or the terms and conditions,
are not considered to be ''significant concerns'' and should be
communicated directly to the Contract Specialist, 315-330-7629. The
purpose of the Ombudsman is not to diminish the authority of the
contracting officer or program manager, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
Government personnel. The Ombudsman for this acquisition is Vincent
Palmiero, Chief, Policy and Management Division, at 315-330-7746. When
requested, the Ombudsman will maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. The
Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the Contract
Specialist/Contracting Officer and could not be satisfactorily resolved
at that level. There will be NO Draft RFP release or Pre-soliciation
Conference for this effort. ANTICIPATED RFP RELEASE IS 22 AUG 96. No
telephone requests for the solicitation will be honored. All requests
must be addressed to the attention of the Contract Specialist, Ms.
Terry Schooley, reference the code I-6-4310-L, and contain the
respondent's Commercial and Government Entity (CAGE) code and the email
address for the respondents point of contact, if one is available.
