award a sole source procurement to Lockheed Martin Defense System,
Pittsfield, MA pursuant to 10 U.S.C. 2304(c)(1) to support development
of the main armament for the Army's Future Combat System vehicle. The
requirement is for continued development and refinement of liquid
propellant gun technology to achieve a viable tank gun propulsion
system suitable for incorporation into the Future Combat System which
will offer significant increase in projectile kinetic energy over
present systems. This effort will include: (1) performance of tests and
analyses to demonstrate risk reduction in the technology areas of
ignition control, material compatibility, gun design and ballistic
control and (2) evaluation of gun concepts that shall meet requirements
for the XM291 120-mm tank gun. This procurement makes significant use
of liquid propellant gun technology developed by Lockheed Martin under
previous contracts with the Government. Lockheed Martin Defense
Systems is the only source with expertise related to the design and
fabrication of regenerative liquid propellant guns. All responsible
sources may submit a bid or proposal which will be considered by the
