(205)876-4225. Synopsis Number 4054-96. It is the Government's intent
to award a sole source firm fixed price contract to the Alabama
Geological Survey to conduct monitoring of federally listed endangered
Alabama cave shrimp population and physical habitat parameters
affecting the population on Redstone Arsenal, AL. Failure to conduct
these monitoring activities could result in violation of the Endangered
Species Act which carries both civial and criminal penalties. Alabama
Geological Survey has successfully completed three years of research on
the Alabama cave shrimp for the U.S. Fish and Wildlife Service (FWS)
which is the regulatory agency for endangered species. Alabama
Geological Survey is a state agency and will provide matching funds for
this project, thus providing a substantial savings for the Government.
In addition, Alabama Geological Survey biological staff have the
required permit from FWS to conduct this monitoring effort;therefore,
it would not be practicable to contract through any other source(s).
The statutory authority for this procurement is 10 U.S.C. 2304(c)(1).
Based on the determination that the Government's minimum needs can only
be satisfied by unique services available from only one source. See
