Location of Work: United States Military Academy, West Point, New York, Scope of Service required: The U.S. Army Engineer District, New York intends to issue a new contract without full and open competition to Sasaki Associates, 64 Pleasant Street, Watertown, MA for the continued planning and study of the reconstruction and renovation of the 455,000 GSF Arvin Cadet Physical Development Center at the US Military Academy, West Point, New York. The Arvin Cadet Physical Development Center provides swimming, court sports, multipurpose and combatant facilities which are primarily used for the physical training of the Army Cadets, as well as, intramural and intercollegiate competition. Sasaki Associates was selected in accordance with FAR 36.602 following a notice published in the Commerce Business Daily on November 1, 1991. The justification and authority for this action is 10 U.S.C. 2304 (d)(1) (B) and FAR 6.302-1(a)(2)(ii) in which ''services may be deemed available from the original source in the case of follow on contracts for the continued provision of highly specialized work when it is likely that award to any other source would result in (a) substantial duplication of cost to the Government that is not expected to be fully recovered through competition, or (b) unacceptable delays in fulfilling the agency's requirements ''The U.S. Army Engineer District, New York intends to fully compete the design by issuance of a CBD announcement for the Arvin Cadet Physical Development Center upon completion of this study and receipt of authorization.
