THE CLOSED CIRCUIT TELEVISION (CCTV) EQUIPMENT. SOL RFP-37-96-HHS-OS

synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is a request for proposal,
RFP-37-96-HHS-OS. This solicitation document and its incorporated
provisions are those in effect through Federal Acquisition Circular
#37. The Administrative Services Center requires software, hardware,
preventive (during non-peak hours) and corrective maintenance support
services for the Computer Controlled Access system, which includes-the
Badging station and CCTV equipment. The period of performance will be
for one base year and four option years. The offeror must possess
thorough knowledge of and experience with, the following equipment
nowledge of and experiservices: the Linx access control and alarm
monitoring system; the Unix operating system and commands; FoxPro
database software; dual redundancy host configuration; graphical
subsystem; CCTV cameras, multiplexer, and interface to the host;
Interface between the Badging System and the CCA host; all cabling and
electronic connectivity; creating and editing the Linx process table;
setup, installation and maintenance of remote terminals; setup,
installation and maintenance of printers connected at both the host and
remote locations; all hardware components of a CCA system including
panels, readers, UPS, etc.; troubleshooting via remote communications
to the host; corrective and preventive maintenance requirements and
procedures for installed CCA equipment; and updating software operating
system with all revisions issued by the manufacturer. The contractor
must provide remote communication hardware and software at the
contractor site (DHHS will provide host communication hardware and
software); provide for service from 7:30 AM to 6:00 PM workdays,
exclusive of weekends and holidays with emergency service available at
extra cost as needed; service requests must be addressed via
modem/remote communication within two hours; if service request cannot
be adequately addressed via modem/remote communication within two
hours, on site service is required within four hours of such
determination within the following guidelines: calls initiated prior to
1:00 PM, Washington, DC time must be responded to in person, if
required, prior to 6:00 PM Washington, DC time, calls initiated after
1:00 PM, Washington, DC time, must be responded to prior to 10:00 AM
Washington, DC time, the next business day; submit a schedule of
preventive maintenance; maintain electronic and hardcopy maintenance
logs; provide system performance monitoring, programming
corrections/modifications, and any and all efforts required to make
this system fully functional and integrated with licensed software and
interfaces provided. The contractor will be responsible for providing
software and hardware maintenance and minor hardware repair, DHHS will
provide replacement hardware as required. Equipment to be covered
includes (2) redundant IBM Industrial Computers, Modal 7585-001
(includes color monitors, keyboards, and tape back-up units); (1)
Graphics Computer - 193M Value Point Model 6384 (includes 2011 Ikegami
color monitor); (1) uninterruptable Power Supply (Best Ferrups
1.8KVA), (2) remote Color Terminals (TR175) with keyboards; (3) Epson
LQ- 1070 DotMatrix Printers; (1) Badging Station - IBM 486DX2/66
computer, color monitor, keyboard, tape backup unit, video capture
board, video camera, video printer; (77) Sensor Interface Panels,
Mycroft ACS 3100 panels; (2) Multiplex Processor, Mycroft ACS 2110E
panels; (6) Multiplex Processor, Myc-@off ACS 2110S panels; (16)

FAR 52.212-1, Instructions to Offerors-Commercial, applies to this
acquisition. Submissions shall consist of price and technical proposals
that address this requirement in sufficient detail that the following
criteria can be used to evaluate submissions: Price - Weight: 75%,
Technical - Weight: 25%, (1) Offeror should demonstrate working
technical knowledge of all the equipment and software listed in this
solicitation. Offerors must include a completed copy of the provision
at FAR 52.212-3, Offeror Representations and Certifications-Commercial
Items, with their offer. The clause at FAR 52.212-4, Contract Terms
and Conditions-Commercial Items, applies to this acquisition. Any
