The Regional Contracting Office, Okinawa, Japan intends to issue a sole source award to Dr Ken Kaneshiro under the authority of 10 SUC 2304(c)(1), only one responsible sources and no other supplies or services will satisfy agency requirements. The prospective contractor shall conduct a natural resources ecosystems survey of 50 hectares of land located on various US Marine Corps installations on Okinawa, Japan. The prospective Contractor shall provide all required technicians, supervision, supplies, equipment and transportation to and from Okinawa, Japan. The contractor shall possess a thorough working knowledge of Okinawa's ecological systems. The survey shall identify all threatened and endangered Okinawan plant and animal species, as identified in the Government of Japan's endangered species documents, as well as the critical habitat of these species. The contractor shall provide the results of the survey in writing, complete with photographs and Contractor-prepared maps and in a computer format suitable for data entry into the Marine Corps' Geographic Information System (GIS). All information and data pertaining to this survey shall become the sole property of the government. The government anticipates issuing a firm fixed price contract.
