This RFQ is limited to concerns located in the Washington, D.C.
Metropolitan Area Only. The Office of Naval Intelligence requires the
services of a fitness director who has a minimum of two years
experience and expertise in managing a fitness facility or four years
specialized experience demonstrating abilities and knowledge of goals,
principles, methods and techniques of fitness or physical education.
Director must be certified in CPR, basic first aid training, and fire
safety; and must present these qualifications to the contracting
officer before any contract shall be valid. The contractor will be
responsible for staffing and operating the fitness center for
processing military/civilian fitness program participants through a
predetermined application process. The contractor shall staff the
facility from 0800 through 1630 Monday through Friday, excluding
federal holidays. The contractor and any fitness consultants used by
the contractor will be certified by the American College of Sport
Medicine, the Aerobic Institute, the Aerobics Fitness Association of
America, or the American Council on Exercise. Certifications shall
remain current through the life of the contract. At least one staff
member shall have a working knowledge of personal computers sufficient
to establish, manage and operate the program's data bases. All
contractor employees will be subject to security clearance requirements
established by the Office of Naval Intelligence and shall maintain a
professional appearance and image at all times. Evaluation will be
based on price and other non-price related factors such as past
performance. In order to establish that a contractor/offeror is
responsible in regards to the government's requirements under this
solicitation, the contractor/offeror is required to furnish references
to verify past performance history. A contracting officer's
representative (COR) will be designated on authority of the contracting
officer to monitor all technical aspects and assist in the
administration of the contract. Any contract resulting from this
solicitation will be subject to the ''Option'' clause terms and
conditions. Offerors are expected to inspect the site where services
are to be performed and to satisfy themselves regarding all general and
local conditions that may affect the cost of contract performance. An
on-site visit will be scheduled/conducted by the contracting officer
and COR with all potential offerors. The date and time will be
determined after all offers are received. This procurement is a 100
percent small business set-aside. All responses will be directed to
