The Phillips Laboratory Operational Contracting Division/PKOV is seeking sources capable of performing the functions of Test, Measurement, and Diagnostic (TMDE) Division to include the Precision Measurement Equipment Laboratory for Kirtland AFB, NM. These services are currently being performed by the Government, and a cost comparison under OMB Circular A-76 will be conducted to determine the most cost effective mode of operation. A contract will not be awarded if Government performance is determined to be more advantageous. The Kirtland AFB Test, Measurement, and Diagnostic Equipment services entail (but are not limited to) troubleshooting, repairing, modifying, calibrating and certifying highly complex TMDE and systems with accuracies traceable to the National Institute of Standards and Technology. Maintaining Base Reference and Working Standards, maintaining the PMEL Automated Management System (PAMS), requisitioning and receiving parts for the repair of TMDE, scheduling and prioritizing TMDE, providing high intensity Radioactivity Detection Indication and Computation Equipment support, maintaining and extensive technical order library, maintaining a Total Quality Program, providing Laser maintenance and calibration support and shipping and receiving TMDE. A Secret Clearance will be required for all personnel.
