(415)604-4646 Protective services support is required at NASA, Ames
Research Center and Moffett Federal Airfield, Moffett Field, CA. The
successful offeror will provide all management and personnel for
planning and staffing the functional areas of security and emergency
preparedness and the operation of related facilities. The performance
period will be for five years, including one base year and four,
one-year options. The Standard Industrial Classification (SIC) code is
7381, Detective, Guard and Armored Car Services. This procurement is
a 100% small disadvantaged business, including woman-owned, set-aside.
The overall scope of work includes safeguarding personnel, protecting
equipment/flight hardware, facilities and information utilizing the
limited arrest authority provided to NASA under 42 U.S.C. 2456(a).
Specific support ares include: Badging Office to issue temporary and
permanent badging; operation of Communications/Dispatch Center to
include receiving, processing and responding to all incoming
communications and initiating/directing established or real-time
responses to routine operational and emergeny situations; peri meter
access control and center wide patrol of facilities and assets;
security inspections; traffic enforcement; searches; enforcement of
Federal/State laws to include preliminary investi gations; support for
the locksmith function; security education awareness and training to
include preparation of technical and administrative documents and
materials. Security Services operations includes Program Security
support of classified and sensitive programs. Physical Security support
includes developing physical security plans for facility and building
control and protection. Personnel Security support includes security
clearance/suitability processing, reviewing and summarizing
adjudications in addition to initiating background investigations and
providing records and administrative support. Computer Security support
includes the control and protection of controlled information processed
by any automated information system. Information Security support
includes security assistance in the identification and protection of
classified information, sensitive technology and export
control-technolgy transfer including document control administration.
Technical Security support includes associated processes (i.e. risk
assessments, etc.), support in the TEMPEST, COMSEC and facility design
function; emergency preparedness; fire marshal services; and response
and recover plans. The anticipated date for release of solicitation
RFP2-36272 is on or about September 13, 1996. Proposals will be due on
or about October 31, 1996. All requests for this solicitation should
be in writing. Verbal requests will not be accepted. Facsimile requests
will be accepted at 415/604-4646. If you previously responded to the
Sources Sought Synopsis, RFI2-36272, your company name will be included
on the Source List unless you notify the Govern ment otherwise. All
responsible sources may submit a pro posal which shall be considered by
the Agency. An ombudsman has been appointed to hear concerns from
offerors, potential offerors and contractors. The purpose of the
ombudsman is not to diminish the authority of the Contracting Officer
or the selection official but to communicate concerns, disagree ments
and recommendations of interested parties to the appropriate Government
personnal and to work to resolve them. When requested, the ombudsman
will maintain strict confidentiality as to the source of the concern.
The ombudsman does not participate in the evaluation of offers, the
source selection process, or the adjudication of formal contract
disputes. Interested parties are invited to call the installation
