Coastal Systems Station Dahlgren Division, Naval Surface Warfare Center, Panama City, FL, intends to solicit competive proposals for non-personal technical and engineering support services for a complex array of programs primarily in the diving and life support, salvage, and ocean engineering areas. Efforts in these areas will involve concept formulation, system design, systems engineering and integration, installation and check-out, in-service engineering, configuration management, qulaity assurance, and integrated logistic support for systems from cradle to grave (from initial concept development through operational fielding and life cycle support). Functional areas of technical expertise include: (1) Engineering analysis, design, operational test of systems and equipment; also includes quality assurance support; (2) Assembly, test, and installation of prototytpes; (3) Technical support and assembly of proof of concept prototype units for which fabrication of a limited quantity is required, and no follow-on anticipated; (4) Technical manual development, including electronic technical manuals, engineering services, and computer based training support; (5) Documentation to support such activities as operation and maintenance, configuration control, certification, preparation of engineering drawings and logistic readiness reviews/audits; (6) Computer programming to include requirements for a drawing data base management system including design and control, search and display, and archiving. A five-year cost reimbursement contract, with both term and completion delivery orders, is contemplated. Technical and cost proposals will be required. The successful offeror will require a secret facility clearance. Only contractors who are certified as ''U.S. Qualified Contractor'' under DoD procedures may receive export-controlled data required for performance of this effort.
