The Center for Mental Health Services (CMHS), SAMHSA through the General Acquisitions Branch, PSC plans to award a sole source simplified acquisition to Bazelon Center for Mental Health Law in Washington, DC to report on information collected about Medicaid Waiver Programs. The Contractor shall report on the information that has been collected and determine how they impact on the provision of Mental Health/Substance Abuse (MH/SA) services as well as identify issues from the information that they collect related to consumer access, involvement and rights. Also, the Contractor will develop guidance, written for state-based advocates and policy makers, on how contracts between state agencies and managed care entities can be used to promote delivery of appropriated consumer-driven, high quality mental health services.
