474-7316 The Department of Navy solicits the design and construction
of 54 family housing units. A total of 54 existing housing units will
be demolished and replaced with 54 new units. The work includes the
design, construction, quality control, and inspection of all
structures, utilities, roads, walks, landscaping and all other required
improvements, both on- and off-site, necessary to provide facilities
complete and ready for use. Estimated cost is between $10,000,000 and
$25,000,000. The contract performance period is 540 calendar days. THE
SIC CODE FOR THIS PROCUREMENT IS 1522 AND THE ANNUAL SIZE STANDARD IS
$17.0 MIL. The following evaluation factors will be used in the
selection of the firm: (1) Price; and (2) Technical; composed of
Quality of Building and Site Design, Added Quality of Building and Site
Design, Proposer's Qualifications and ability to perform, and
Subcontracting Program/Plan. Large business concerns are required to
submit a Small, Small Disadvantaged, Historically Black College and
University or Minority Institution Utilization Subcontracting Plan.
Award will be made to the offeror proposing the best value to the
Government from a technial and price standpoint. In determining best
value, the Government considers the quantity of units to be more
important than the added quality. THE GOVERNMENT SHALL HAVE UNLIMITIED
RIGHTS, IN ALL DRAWINGS, DESIGNS, SPECIFICATIONS, NOTES AND OTHER
WORKS DEVELOPED IN THE PERFORMANCE OF THIS CONTRACT, INCLUDING THE
RIGHT TO USE THE SAME ON ANY OTHER GOVERNMENT DESIGN OR CONSTRUCTION
WITHOUT ADDITIONAL COMPENSATION TO THE CONTRACTOR. This is a firm-fixed
price contract. The budget ceiling for this project is $10.6M. The
proposed contract is unrestricted; therefore, replies to this notice
are requested from all business concerns which includes small and small
disadvantaged business concerns. NOTE: The resulting contract will
implement Defense Federal Acquisition Regulation Supplement (DFARS)
252.222-7000, Restrictions on Employment of Personnel as prescribed in
DFARS 222.7000. DFARS 222.7000, Restriction on the Employment of
Personnel for Work on Construction/Service Contracts in Alaska and
Hawaii stipulates that when the unemployment rate in the state (Hawaii)
is in excess of the national average rate of unemployment as determined
by the Secretary of Labor, a contractor awarded a contract subject to
this subpart must employ for the purpose of performing that portion of
the contract work within the state, individuals who are residents of
that state, and who, in the case of any craft or trade, possess or
would be able to acquire promptly the necessary skills to perform the
contract. Prospective offerors will be required to submit a
certification to attest compliance with DFARS 222.7000. Requests for
copies of this solicitation must be postmarked not later than 15 days
from the date of publication of this synopsis in the CBD. Requests
postmarked later than that date may not be honored. Please furnish
information whether firm is interested as a Prime contractor or
Subcontractor. Availability of the solicitation is limited and will be
