610-521-5893. The scope of work is as follows: (a) The contractor shall
phase construction in accordance with the contract drawings. The
purpose of the phased construction is to maintain access into and
within the bulk mailing facility during the construction effort; (b)
The contractor shall cold mill three inches (3'') of existing
bituminous pavement and dispose of the material in approved manner; (c)
The contractor shall remove 2'' of the existing base course and proof
roll surface, perform proof rolling in the presence of a USPS
representative, excavate soft spots and install compacted crushed
aggregate on a unit cost basis, re-use the removed existing base course
material and compact to bring the top of base course to finish profile,
dispose of the remaining base course material to an off site location,
demonstrate an event base course surface material to an off site
location, demonstrate an even base course surface by string lining in
the presence of the USPS representative; (d) The contractor shall
furnish and install a finished total thickness of 4'' of bituminous
pavement. The bituminous pavement shall consist of 2 1/2'' of binder
course and 1 1/2'' of wearing course, PennDot ID-2; (e) The contractor
shall furnish and install a bituminous tack coat between the new
binder course and new wearing course; (f) The contractor shall apply a
bituminous prime coat to all vertical surfaces of curbs, structures,
gutters, and pavements that will be in contact with bituminous
mixtures; (g) The contractor shall provide vertical or notched joints
in existing pavements as indicated on the contract drawings, furnish
and install bituminous primer at all joint faces prior to placing fresh
bituminous against the joint, furnish and install asphalt cement at the
surface of all joints between existing bituminous material and fresh
bituminous material as indicated on the contract drawings; (h) The
contractor shall provide and maintain all traffic barriers and flagmen
for traffic control to temporarily divert traffic around the work area
and shall coordinate the position of barriers and traffic control with
the USPS site representative to minimize impact to the facility; (i)
The contractor shall re-establish all pavement markings, and striping
disturbed as a result of the re-paving effort; (j) The contractor shall
submit with the base bid, unit prices, including labor and material, as
follows: excavation (cubic yard), compacted backfill (cubic yard), cold
milling 3'' thick (sq yard), haul & dispose of bituminous material
(ton), haul & dispose of excavated material (ton), compacted crushed
aggregate (cubic yard), bituminous pavement 4'' thick (sq foot),
striping (linear foot), bituminous tack coat (sq yard), asphalt cement
(sq yard), and bituminous prime coat (sq yard). A preproposal
confrence is scheduled at the facility on Friday, August 16, 1996 at
10:00 am. Award will be made in September and construction will start
April 16, 1997. Proposals will not be publicly opened. The number of
offers received, the identify of the offerors, the amount of any one
offer, or relative standing of the offer will not be disclosed to
anyone except those postal personnel whose official duties require such
information until award of the contract is made. The Postal Service
