FOB Destination with required delivery of 67 ea to Texarkana, TX,
deliveries without First Article Test starting 210 days ADC at 7 each
and then 10 ea per month thereafter until completion. Delivery of First
Article Test Report 198 days ADC with deliveries of 7 ea beginning 330
days ADC and 10 per month thereafter. This procurement requires
prequalification. All responsible sources may submit a proposal which
shall be considered by the agency. Authority and justification is FAR
6.302.1, Only one Source or Only a Limited Number of Responsible
Sources. This proposed contract actions is for supplies for which the
Government does not have specifications and drawings to permit full and
open competition; however, it is restricted to approved sources

The time required for approval of new supplies is such that award and
delivery cannot be delayed pending approval of a new source. Firms are
encouraged to seek source approval in order to compete for future
solicitations IAW the instructions contained in Section L of the
