301/713-0806 This announcement supercedes CBD announcement No.
51-DGNW-6-90167 for maximum/minimum temperature systems. This
announcement is for a SUBASSEMBLY of the whole system. The National
Weather Service (NWS) of the National Oceanic and Atmospheric
Administration (NOAA) has a requirement for the procurement of up to
400 maximum/minimum (max/min) temperature system (MMTS) electronic unit
subassemblies to include manufacturing to Government supplied design
specifications and testing of the units. The procurement shall contain
two (2) options for 200 each and one (1) option for 100 each. The MMTS
electronic unit subassemblies will be a part of the max/min temperature
system, and shall collect, process, and display ambient temperature
data, store the max/min temperature until reset, and display the
max/min temperature upon query. The MMTS electronic unit subassemblies
shall operate on commercial power 117 volts AC, +10%-15% at 60 Hertz
(+- 5 Hertz). The MMTS electronic unit subassembly shall be encased in
a plastic enclosure and shall incorporate a LED display that is
readable from greater than three (3). The unit shall display in degrees
Fahrenheit. All artwork, parts lists, and schematics necessary to
reproduce all printed circuit boards will be provided by the NWS. The
max/min temperature sysytem and its various functions are controlled by
software contained in Read Only Memory (ROM) that are part of the 8048
microprocessor installed in the electronic unit. The microprocessor
with the masked ROM control program will be provided by the NWS to the
contractor for all preproduction and production units. Government
acceptance of the MMTS electronic unit subassembly shall be contingent
upon the unit successfully passing all tests associated with the
Contractor's and the Government's Quality Assurance (Q/A) programs. The
Q/A provisions follow a logical sequence providing thorough testing of
preproduction units prior to production release followed by limited
testing of production units to demonstrate compliant operation in the
absence of infant-mortality. All responsible sources interested in this
