The Flight Controls Branch of the Naval Air Warfare Center Aircraft Division has a requirement for an ADI RTS Cabinet System and mounting rack. In accordance with FAR 6.3021, only one responsible source and no other supplies or services will satisfy agency requirements and, therefore, this acquisition will be negotiated on a sole source basis with Applied Dynamics International (ADI), 3800 Stone School Road, Ann Arbor, Michigan 48108-2499. ADI is the only vendor that provides the SIMsystem software package. ADI's SIMsystem software has been used exclusively in the F-14, F-18, and V-22 test stations to implement a standard approach for automating the execution of test procedures. By acquiring the ADI RTS, the SIMsystem macro-level routines that have been developed for the F-14, F-18, and V-22 test benches can be transported directly to the S3-B Digital Flight Data Computer (DFDC) test bench. The use of a system other than ADI's would be incompatible and, therefore, unacceptable for this action. The applicable SIC is 3823. The contract line item numbers and associated items are as follows: CLIN 0001-one each, ADI brand 9-slot Real-Time Station (RTS) Cabinet System, CLIN 0002-one each, rack for mounting the ADI RTS, and CLIN 0003-installation. This will be a firm-fixed price contract. This acquisition will be processed in accordance with the Simplified Acquisition Procedures.
