Emergency Training Center, Emergency Management Institute (EMI) has a
requirement for revision of the ``Introduction to Emergency
Management'' Course to emphasize a balanced four-phase approach to all
hazards. The ``Introduction to Emergency Management'' Course was
revised into its current version in 1990. Since then, a great deal has
changed in the profession of emergency management. Nevertheless, those
changes have generally no been reflected in the course. It is essential
that the Professional Development Series should provide a four-phase
(Preparedness, Response, Recovery and Mitigation) approach to emergency
management. The goal of this effort is to revise the ``Introduction to
Emergency Management''. Course to produce a course that depicts the
current state of the art of emergency management as characterized by
the four phases. In order to accomplish all objectives of the project,
it will be necessary to facilitate a focus group to determine the
content of the course, develop an instructional design and develop
training materials that fit with the recommendations of the focus group
for self-instruction, workshop, course, etc. Also participate in a
pilot test of the rewritten course and prepare final deliverables. The
period of performance of the resulting contract will be from date of
award through nine (9) months. A firm-fixed price contract is
contemplated. The ``Request for Quotation'' package will be ready
August 8, 1996. All requests for the ``Request for Quotation'' package
must be in writing and may be telefaxed to (301) 447-1092. The
anticipated award date is 09/09/96. This procurement is a 100% small
