Phipps, 804/441-6881. The National Oceanic and Atmospheric
Administration intends to issue RFP 52EANF-6-00110 on a sole source
basis to Dr. Mary Michevich, Washington, DC for production, publication
and demonstration of final Coded Authority List (CAL) Database System
for the U.S. Marine Biodiversity Database (MARBID). The contractor
shall complete the final reviewed CAL Database for survey species
within the Gulf of Maine. This database shall include multiple Linnean
classifications and phylogenies of equal grading. The database
together with all decisions regarding multiple possibilities shall be
reviewed by the Taxon Protocol Committee of the National Systematics
Laboratory. The contractor shall gather the information to produce the
database. All the elements of CAL shall be populated model for all
taxa within the database. The contractor shall certify that each taxon
within CAL is rated according to the protocols established by the
committee. The contractor shall certify that each taxon within CAL is

contractor shall insure that both the multiple classifications and
multiple phylogenies are present. The contractor shall populate the
database. The contractor shall follow the change track rules involving
changes made between the CAL temporary file, the CAL database and
database for which the contractor is responsible. A CAL History Data
Entry program shall be written. The contractor shall complete Programs
for CAL Database Management and design the CAL Data Management system,
program the routines and produce a working version. The contractor
shall complete the Development of routines leading to the final
development of the Locality Information on Species (LIS) Data
Management. Contractor shall write a scientific paper on the expert
system protocols with figures and have this draft reviewed within the
NSL and NMFS. This draft shall be revised and submitted to a recognized
scientific journal. Dr. Michevich is the only known responsible source.
