Linda Hales. (Site Code DACA05) The Government plans to award an
Indefinite Delivery/Indefinite Quantity (IDIQ) Service Contract for
specific tasks associated with the engineering analysis, software
design and prototyping, software coding and testing, applications, and
deployment for HEC software development projects. Engineering analysis
skills in hydrologic engineering and computer program development,
testing and applications are required. Experience and skills in Windows
3.X, 95 and NT, and UNIX operating systems; C, C++, and FORTRAN 90
coding languages; productivity software of Galaxy Development Systems
(for GUI), UNIRAS (for Graphics), and scripting are required. The
contract will have a basic contract period of 365 calendar days after
a contract award with four one-year options (options will be exercised
at the discretion of the Government.) The contract amount for the Base
Year and each option year will be a NOT-TO-EXCEED amount of $250,000
with a guaranteed minimum amount of $5,000. As the need for services on
this contract arises, the Government will issue individual task orders
with specific scopes of work describing the requirement. The aggregate
of all the task orders written during a contract year will not exceed
$250,000. This procurement will be conducted under SIC code: 7371. The
size standard for this SIC code is: $17.0 million. The acquisition
method is negotiated procurement. A technical and cost proposal will be
required. Evaluation by the Government will result in selection of the
firm that represents the best advantage to the Government. Large
businesses competing for this project must comply with the FAR 52.219-9
clause regarding the requirement for a subcontracting plan on the part
of the work it intends to subcontract. The recommended goals for
subcontracting are 52.5% for small business, 8.8% for small
disadvantaged business, and 3.0% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
support goals submitted. Solicitations for this project must be
ordered by the CUT OFF DATE of 9 Aug 96 to ensure receipt of proposal.
Orders received beyond the CUT OFF DATE will not be honored. There is
NO CHARGE for this solicitation; however, only one solicitation is
available per offeror for there are only a limited number available.

submitted by mail or in person to USAED, Sacramento, ATTN: Plan Room,
1325 J Street, Sacramento, CA 95814. Do not address to the contract
specialist for this will delay your order. Firms are requested to

FAX number, and the solicitation number of the project. All responsible
business sources may submit a proposal which will be considered by the
