Long, (202)260-2173 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source contract with International Business Machines (IBM) Government Systems of Bethesda, Maryland to procure comprehensive and integrated Disaster Recovery Services. The services will include backup IBM mainframe processing and storage, backup network fractional, switchable T-1 Reserve Service, mainframe channel extension over a wide area network using Network Systems Corporation (NSC) channel extension technology, and time for complete testing of processing, storage, and network capabilities for the period of the contract. The period will consist of an eleven-month base period and four one-year option periods. EPA requires alternative disaster processing (hot site) for up to six weeks and an extended support facility (cold site) for up to six months after the end of the six-week hot site period. EPA also requires multiple alternate back-up recovery sites which will allow for continuous recovery site availability in case the primary recovery site becomes unavailable for any reason (e.g. natural disaster or customer overload at the primary recovery site). At a minimum, each hot site must include an IBM compatible mainframe processor capable of 30 MIPS with 128 MB of central storage and 64 MB of expanded storage, 120 GB of IBM compatible 3380K DASD attached to cached DASD controllers, 12 IBM 3490E- compatible tape drives, one high speed duplex laser printer and one high speed impact printer, and a NSC 7200 channel extender. The processor must be able to run the latest version of IBM's OS/390 operating system, as available during the life of the contract. EPA requires options throughout the life of the contract to upgrade these specifications in suitable increments/versions to allow for increases in data processing, storage and network needs. Each hot site must be capable of fully supporting EPA's data security requirements, including the control of personnel access at the site. Each hot site must have adequate power and backup power to provide for continuous functional availability in the event of an emergency at the site itself. EPA requires fractional, switchable T-1 reserve service from its headquarters in Washington, D.C. to the disaster recovery site. This network reserve service must be available in bandwidth options of 384 Kbps, 768 Kbps, and full T-1 (1.54 Mbps). This service must be switchable to enable EPA to access any of the back-up recovery sites if the original recovery site is unavailable. The T-1 network must be fully compatible with EPA's telecommunications configuration and must allow transparent communication between EPA Headquarters and the recovery site, as well as transparent switching among all alternative hot sites. The network and the hot site must be fully operational within 24 hours of disaster declaration. EPA requires a single point of contact and managed service for both the disaster recovery site service and the network services. EPA also requires simultaneous functioning of both service components (the disaster recovery site and all components of the network) during all disasters and tests. EPA requires approximately 120 hours of recovery site test time the first year of the contract. In each subsequent year EPA requires approximately 80 hours of recovery site test time. Network test time adequate to support the recovery site test time must also be available. EPA is not aware of any vendor that has the capability to provide the forementioned services. Therefore, EPA intends to negotiate a sole-source with IBM Government Systems of Bethesda, Maryland. The intent of this synopsis is to determine if any other source(s) exist and, no RFP is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit their routine letter requesting a copy of the RFP will be ignored. Responses must be received within fifteen (15) days from publication of this announcement.
