To furnish all specified labor, equipment, devices and materials to perform all work required to install exterior lighting at Rome Laboratory facilities. The project will include installation of eight (8) lighting poles, complete with foundations, luminaries, controls and wiring and installation of five (5) pole-mounted luminaries, complete with power transformer, metering, associated wiring and controls on existing utility poles. Magnitude of construction is between $25,000 and $100,000. All responsible sources may submit a bid which shall be considered by this agency. Funds are not presently available for this project. The Government reserves the right to cancel this project if funds do not become available. An Ombudsman has been appointed to hear significant concern from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be significant concerns should be communicated directly to the Contracting Officer, E. J. Rena, (315) 330-7518. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division at (315) 330-7746. When requested the Ombudsman will maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of quotes or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
