Boltz, Contracting Officer, (717) 861-8798, or Captain Craig Shuttlesworth, Contract Specialist, (717) 861-8485 (Site Code DAHA36) This project requires all plant, labor, tools, devices, materials, equipment, transportation and supervision to provide a complete design to accommodate the eventual replacement of all components of the existing runway lighting system at Muir Army Field, Fort Indiantown Gap, Annville, Pennsylvania for the Pennsylvania Army National Guard. The project also involves some new installation. The initial work shall encompass the design, to include the preparation of drawings and specifications, and the subsequent installation of a pilot controlled lighting system and lights for a recently completed runway extension. The extension presently has no lighting. The remaining design work shall involve, but not limited too, the replacement of existing runway fixtures and wiring. Separate drawings and specifications are required and shall be accomplished in such a manner as to complement the initial work. These documents shall be utilized to complete installation under a separate contract. The performance period is ninety (90) calendar days. The estimated contract price range is between $100,000 and $250,000. The solicitation, an Invitation for Bid, shall be unrestricted as to business size. The projected date for availability of the Invitation for Bid is 17 August 1996 with a projected Bid Opening Date of 17 September 1996. The Bid Opening Date will be no less than thirty (30) calendar days after the availability of the solicitation. A limited number of solicitations will be available to prime contractors on a first come first serve basis. Only one solicitation package will be sent to each firm. There is no charge for the solicitation documents. A copy of these documents will be available for inspection at the United States Property and Fiscal Office, Annville, Pennsylvania. A solicitation package will also be sent to Dodge Reports, Harrisburg, Pennsylvania and the Harrisburg Builder's Exchange, Harrisburg, Pennsylvania. Any questions pertaining to the solicitation must be submitted in writing to the United States Property and Fiscal Office, Annville, Pennsylvania no later than ten (10) calendar days prior to the Bid Opening Date. With your request for a solicitation, each firm must include their Federal Tax Identification Number, corporate status, and business size. Corporate status means the offeror's designation as a (1) sole proprietorship, (2) partnership, or (3) other corporate entity. For determining size, the Standard Industrial Classification (SIC) for this particular project is 1731. The applicable small business size standard including affiliates is no more than $7 million average annual gross revenue for the last three (3) fiscal years. All requests must be written and received no later than ten (10) calendar days prior to the Bid Opening Date. All responsible sources are encouraged to submit a bid which shall be considered (0213)
