717-267-5318 x260. Letterkenny Army Depot, Chambersburg, PA, is seeking
expressions of interest in the assumption of ownership, operation, and
maintenance of utilities systems including electrical distribution;
water storage, treatment, and distribution; industrial and sanitary
waste water collection and treatment; and central steam generating
plant at Building 349. General system descriptions follow: Water
Supply/Distribution: 330-million-gallon reservoir; treatment plant with
1.0 mgd capacity; 1,200-gpm main pumping station; 10-mile 16''-diameter
raw water supply line form reservoir to installation; and 43 miles of
distribution piping, 2''- thru 12''-diameter. Plant operates as an
approved public water supply system under Chapter 109, Article II of
the PA Department of Environmental Protection rules and regulations.
Sewage Collection/Treatment: 5500,000-mgd-capacity secondary treatment
plant, activated oxygen type; 8,000-gpd package plant at a remote
operating building; 15 pumping stations; 14 miles of 4''- to
8''-diameter collection piping; and numerous septic and holding tanks
and leaching fields. Plant operates under existing NPDES permit.
Industrial Waste Collection/Treatment: 216,000-gpd-capacity treatment
plant; sludge filter press facility, 1.0 mgd capacity; 4 pumping
stations; 4 miles of 2''- thru 8''-diameter collection piping. Plant
operates under existing NPDES permit. Electrical Service/Distribution:
7,200- and 12,470-volt switch stations and distribution networks fed
from utility-owned transformers; 60 miles of aerial distribution, with
approx. 25 miles of distribution at 12,470 volts and 35 miles of
distribution at 7,200 volts; and 5 miles of underground distribution.
Electrical service is accepted at 12/16/20-MVA main transformer owned
by West Penn Power Co. Steam Generating Plant, Building 349: Two
1,200-horsepower boilers and one 350-horsepower boiler in an oil-fired,
high-pressure (120 psig) central plant serving three major buildings
(over 550,000 sqaure feet of area). Also includes steam supply and
condensate return piping from the plant to the buildings served with
2,700-linear-foot buried conduit system and 250-linear-foot concrete
trench system. Interested sources should have the capital, resources,
and background/experience to own, maintain, and operate one or more of
these systems. No formal acquisition/contracting actions are
immediately forthcoming. This determination of interest is one
component required to complete a systematic evaluation of these systems
for potential privitization under the Department of Army's Utilities
Privatization Program. Interested sources should provide a statement of
interest on company letterhead, along with a general statement of their
capabilities and experience in the ownership, operation, and
maintenance of similar systems, and their familiarity with compliance
procedures and regulations of the PA Department of Environmental
Protection and U.S. Environmental Protection Agency, Region III.
