PROGRAM DEFINITION AND RISK REDUCTION PROGRAM. The Electronic Systems
Center (ESC) intends to conduct a full and open competition for a
program definition and risk reduction program to utilize the Ballistic
Missile Early Warning System (BMEWS) and PAVE PAWS radars in support
of the National Missile Defense (NMD) Deployment Readiness Program
(DRP). The contract will require the development of overall system
requirements, system test strategy, deployment strategy, and logistics
support strategy in the context of a full suite of sensors being
upgraded for the National Missile Defense program. In addition, the
contractor shall be required to develop and support a deployable
prototype system to support an overall National Missile Defense system
demonstration in Fiscal Year 1999 and potential subsequent deployment
by Fiscal Year 2003. Prototypical software modules will be based on
open system architectures, compliant with the Joint Technical
Architecture, and will maximize the use of commercial off-the-shelf
equipment. Current prototypical hardware and software will be
transitioned to the contractor for potential use in this program. The
prototype developed by the contractor will combine an upgrade of
existing capabilities (ITW/AA Mission software) and the new
functionality required for National Missile Defense. In addition, the
contractor will use the developed prototype to support a combination of
NMD Deployment Readiness in-line and parallel on-line demonstrations.
The contractor will be required to participate in Ballistic Missile
Defense Organization (BMDO) integrated product teams (IPTs) concerned
with developing overall National Missile Defense system engineering
requirements, deployment planning, logistics support planning and
system test strategy. The contractor will also support concept of
operations development, interface development, operational suitability
analyses, logistics support analyses, and deployment planning, and
conduct of wargames and in response to an evolving ballistic missile
threat requiring defense of the homeland simulations in support of the
NMD Deployment Readiness Program. The contractor will develop a
product test strategy to verify product engineering and interfaces,
using existing government facilities and capabilities whenever
possible. The contractor will develop and institute deployment and
logistics support plans designed around the contractors proposed
hardware / software solutions. The Government is also considering
adding a requirement prototyping for a Forward Based X-Band Radar in
support of the National Missile Defense program within the scope of the
RFP. Prospective offerors/teams should have demonstrated expertise and
ability in managing risk reduction efforts, and also in: (1) using the
latest state-of-the-art software development methods, modern design
techniques (object oriented as an example), producing software
intensive, systems development capability, and (2) testing large
systems involving many inputs and outputs and short timelines, (3)
creation of software algorithms in support of improved radar detection,
tracking, and discrimination as well as understand the potential for
developing new algorithms in support of the NMD mission, and, (4)
developing, modifying, maintaining, documenting, and managing extensive
software development programs, (5) developing deployment and logistics
support plans that ensure designed / developed solutions are in
concert with both the Using and Supporting Command(s) mission
requirements, and (6) certifying and bonding the developed products.
Offerors must have a current Top Secret/SCI clearance for selected
facility(ies) and key personnel at time of award. The government
intends to issue a draft RFP that will be posted to Hanscom Electronic
RFP Bulletin Board (HERBB) in September 1996. Interested parties may
gain access to the HERBB via the World Wide Web
(http://www.herbb.hanscom.af.mil). Parties should be prepared to
provide the following information in order to log on to the HERRBB for
the first time: Full name, Company name, Company address, Phone
number, Fax number, CAGE code, Type of business (large, small, SDB,
woman-owned, etc.). The Government intends to open an RFP Reference
Library at Electronic Systems Center and conduct presolicitation
conferences. Prospective offerors will be notified via the HERBB when
the library opens and the time and location of the presolicitation
conferences. The contract will be a cost reimbursement type with an
anticipated period of performance of four years with options for
continued development. Release of the final RFP is anticipated in
January 1997. Any firm wishing to submit a qualification package should
do so within 30 days of CBD publication. Qualification packages should
be no longer than 20 pages including any graphics, tables or

appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
