A -- ENHANCED FIBER OPTIC GUIDED MISSILE (EFOGM) STATIONARY SIMULATOR/TRAINING UPGRADE SOL DAAH01-96-R-0216 DUE 091996 POC Mr. E. John Boylan, (205)876-7497, AMSMI-AC-CAD, Contracting Officer (PCA). Synopsis No. 0279-96. In support of the Army's Rapid Force Projection Initiative (RFPI), this command plans to issue a Request for Proposal (RFP) on or about 20 Aug 96 on a sole basis to Raytheon Company, 180 Hartwell Road, New Bedford, MA 01730 for additional effort under a modification to the EFOGM Demonstration Program Contract DAAH01-95-C-A001 to (1) incorporate an upgrade to the EFOGM stationary simulators previously delivered under the contract, this upgrade is to be accomplished prior to the EFOGM Army Warfighting Experiment (AWE) scheduled for the fourth quarter of Fiscal Year 1998 (4QFY98), so as to ensure that the simulators accurately reflect the tactical system configuration and operations to be utilized in that AWE, (2) provide for an increase in pre-AWE troop training (from 45 days to seven months), and (3) provide for additional maintenance and support (including repair parts) for the extended period of training. Technical data will not be provided with the RFP and will not be made available. Raytheon Company is the EFOGM prime contractor under the existing contract and is responsible for the design, development, fabrication, and delivery of all EFOGM hardware/software. As required by that contract, the system design is constantly evolving and will not become relatively stable until sometime after the completion of the RFPI AWE in 4QFY98. Raytheon Company is the only source which can accomplish the needed upgrade of the EFOGM stationary simulators, provide the required additional training, and furnish the necessary maintenance and support to both the stationary simulators and the tactical system units (including repair parts) in the timeframe required to ensure effective User participation in the RFPI AWE. However, it has been determined that industry of the countries of Australia, Belgium, Canada, Denmark, France, Germany, Italy, Israel, Japan, Korea, the Netherlands, Norway, Spain, the United Kingdom, and the U.S. may participate at the subcontractor level. Subcontractor activities must be arranged directly between the Raytheon Company and the potential foreign contractor. Other interested foreign industry may request a copy of the releasable portion of the solicitation; however, participation cannot be guaranteed and will be determined on a case-by-case basis. All interested foreign industry desiring a copy of the releasable portion of the solicitation must submit an official request for information through their respective embassy to Headquarters, Department of the Army, ATTN: DAMI-POC. Foreign owned, controlled, or influenced companies desiring a copy of the releasable portion of the solicitation should submit a request to this Headquarters, ATTN: AMSMI-SI-CI-A. Requests received in any other manner will not be honored. Any responsible source may submit a proposal which shall be considered by the Government. See Numbered Note(s): 22. (0214)
